수학과 교육과정 개정의 정치화에 대한 소고

국문 초록

본 연구는 최근 수학과 교육과정 개정이 전문성에 의존하는 연구로서가 아니라 이익집단 간 정치적 협상으로서 이루어지는 실태에 대한 문제인식으로부터 시작되었다. 이에 국내 교육과정, 교육정책, 교육정치학 분야 문헌을 바탕으로 학자, 시민단체, 정부의 수학과 교육과정 개정에 참여하는 방식을 고찰하였다. 연구 결과, 전문가주의가 쇠퇴하고 시민참여주의가 대두하는 환경속에서 학술단체의 영향력이 약화되는 반면, 시민단체는 정치적 프레이밍을 통해 여론 주도권을확보하는 데 성공하였으며, 정부는 정치권력의 눈치를 보며 이들과 연대한 시민단체를 갈등 대리에 활용하고 있음을 확인할 수 있었다. 이러한 수학과 교육과정 개정의 정치화에 대처하고자, 본 연구에서는 학문으로서 수학교육학의 정체성을 확고히 하여 수학교육과정학과 수학교육과정정치학을 만들어가야 한다는 김동원(2021)의 제언에 공감하며, 수학과 교육과정 개정에 참여하는 학자를 위한 시사점을 도출하였다.

영문 초록

This study was prompted by the issue with the most recent revisions to the national mathematics curriculum was not one that needed professional knowledge to solve but rather was the result of political bargaining between competing interest groups. The approach of scholars, civic organizations, and the government participating in the revision of the national mathematics curriculum was analyzed by the literature review in curriculum, educational policy, and educational politics. As a result of the decline of professionalism and the rise in civic participation, the influence of scholars decreased in the reform of the national mathematics curriculum, civic organizations were successful in securing the leadership of public opinion through political framing, and the government was keeping an eye on the political power and cooperated with these civic organizations. We concur with Kim (2021)’s idea that the identity of mathematics education as a discipline should be developed to build ‘mathematics curriculum’ and ‘mathematics curriculum politics’ in order to deal with such the politicization of mathematics curriculum revising processes. In addition, some implications are suggested for researchers participating in the revision of the national mathematics curriculum.
