국문 초록

본 연구의 목적은 지역사회복지계획을 수립하는 데 있어 지역특성이 구체적으로 반영될 수 있도록 복지수요와 공급의 격차 분석에 필요한 지표를 개발하고, 지표에 따른 유형화를 통해 기초자치단체의 복지역량에 기반한 계획 수립의 함의를 도출하고자 하는 것이다. 이를 위하여 문헌연구와 실증조사 방법을 실시하였다. 실증조사로서 지역사회복지계획 수립을 위한 지역사회 유형화 지표개발은 델파이조사를 통한 최종지표선정과 우선순위 및 가중치 부여를 위한 AHP 조사로 이루어졌다. 세차례에 걸친 전문가 조사를 통해 조이혼율, 의료급여자비율, 수급자비율등을 포함한 복지수요력지표 20개, 인구대비자원봉사자수, 사회복지공무원1인당 주민수, 사회복지예산비율 등을 포함한 복지공급력지표 20개를 선정하여 가중치를 부여하였다. 지표에 따라 K-평균 군집분석을 실시하여 8개 군집으로 유형화하였다. 분석결과와 논의를 바탕으로 복지수요․공급력에 따른 지역사회복지계획 수립에 관한 함의를 살펴보면 첫째, 수립주체를 광역자치단체와 협력하여 공동으로 수립하도록 할 필요가 있다. 둘째, 복지계획 수립의 시기를 조정할 필요가 있다. 셋째, 복지수요․공급력에 따른 계획수립방법과 계획 내용의 논리를 마련하는 것이다. 넷째, 일반사회문제에 대한 관심과 대안을 계획에 반영할 필요가 있다. 마지막으로 유형별 접근에 따른 복지계획 수립 방안은 수요력과 공급력을 중심으로 기존의 시군구단위의 분류와 교차하여 보다 상세하고 다양한 차원의 복지계획 수립방안을 도출할 수 있어야 한다는 것이다.

영문 초록

The purpose of this study is to develop indicators which are necessary for gap analyses of welfare demand and supply to make regional characteristics be reflected in establishment of community welfare planning and draw implication of plan establishment based on welfare capability of fundamental local governments. For this, the literature research and the empirical analysis were carried out. As an empirical analysis, indicator development for the categorization of community was done as AHP survey for selection of the final indicators, order of priority, and the weighing method through the Delphi Technique. Based on the analytical results and discussions, first, as for the implications of the general level, the independent establishment of the main agent to establish community welfare planning of elementary local governments by the existing ones needs to be changed to joint establishment by cooperating with metropolitan governments. Second, the period of establishment of welfare plans by metropolitan governments and elementary local governments needs to be adjusted. Third, when teams to establish plans are composed, experts in various fields except welfare need to participate in it. Forth, interest in general social problems and their alternatives need to be reflected in plans. Finally, the plans to establish welfare plans according to approaches by type should draw the plans to establish welfare plans of more detailed and various levels by mixing it with classification of the existing local governments(Si, Gun, and Gu) focusing demand pressure and supply capacity.
