싱가포르 갱생보호제도 연구

국문 초록

본 연구는 행정 선진국으로 알려진 싱가포르의 갱생보호 제도 연구를 목적으로 한다. 싱가포르의 경우, 한국의 교정본부에 해당하는 SPS가 시설 내 갱생보호프로그램은 물론이고 사회 내 처우도 실시하고 있다. SPS는 Through Care 개념에 입각하여재소자에 대한 성향, 재범 우려 등을 평가 한 후 개별 재소자 특성에 맞는 갱생프로그램을 설계한다. 청소년범 경우, 교정당국은 이들을 나이, 교화 가능성 등에 따라분리하여 갱생보호프로그램을 진행하고 범죄자로서의 삶이 아닌 건전한 사회 구성원으로서 살아갈 기회를 제공하는데 초점을 맞추고 있다. 특히 싱가포르에서는 갱생보호와 관련한 여러 단체 등이 협력을 통해 갱생보호사업을 효율적으로 수행하기 위하여 SPS와 SCORE가 중심이 되어 CARE Network를 구성하였다. 싱가포르 갱생보호제도에서 주목할 만한 것으로 SCORE의 설립과 운영을 들 수있다. 한국의 공기업과 유사한 조직인 SCORE는 재소자를 상대로 직업훈련을 시키고, 이들을 활용하여 교도소 내에서 사업장을 운영한다. SCORE는 자체적으로 운영하는 사업장에서 발생하는 수익으로 조직을 운영하는데, 이는 SCORE와 유사한 조직인 한국법무보호복지공단이 사업비의 대부분을 국가 보조금에 의존한다는 것과는 대비된다. SCORE와 같이 한국법무보호복지공단과 같은 갱생보호사업자가 스스로 자생할 수 있는 여건을 마련해 주는 방안도 검토할 필요가 있는 것으로 보인다.

영문 초록

This study is on ex-offender rehabilitation system of Singapore which is known as an advanced administrative country. The SPS, which is similar to Korean headquarter of the correctional center, implements incare and aftercare for ex-offender. This is based on the concept of through care. Before designing a rehabilitation program that meets the characteristics of individual inmates, SPS evaluates the tendency of inmates’ recidivism. It focuses on providing ex-offender with opportunities to live as a healthy society member. The CARE Network, which has been established in Singapore for the efficient rehabilitation of various institutions and private organizations, sets directions for the rehabilitation system of Singapore. Compared with the rehabilitation system in Korea, the characteristic of the rehabilitation system in Singapore is the establishment and operation of SCORE. SCORE provides vocational training for inmates and employs inmates to operate businesses sites in prisons. SCORE manages an organization with revenue from its own operating sites, but Korea Rehabilitation Agency and private rehabilitative Corporate body receive subsidies from Government more than 30 billion won annually. Since rehabilitation is an important project for the welfare promotion and social protection of the people, it is natural that the Government spend budget on rehabilitation for ex-offender. However, there are limits to spend the budget. Therefore, it seems necessary for Korea Rehabilitation Agency and private rehabilitative Corporate body to consider ways to operate their organization without Government’s subsidies.
