국문 초록

본 논문은 불교철학사상가이자 독립운동가이자 교육자였던 백성욱 박사의 국가론을 분석하기 위한 것이다. 그는 ‘삼지사회조직론’을 통해 삼지(三枝)생활 즉 정신생활(천), 경제생활(지), 법률생활(인)의 균형·조화의 여부가 인류사회발전을 좌우해왔다고 보고 있다. 그의 국가론은 ①삼지조화사회국가론, ②자유민주주의국가론, ③세계평화공동체국가론 등으로 분석·종합해 볼 수 있다. 그의 국가론의 성격은 ①접근방법의 역사철학성, ②현실기반의 이상성, ③개체중심의 조화성으로 요약되고 그의 국가론이 주는 시사점은 ①조화정치의 중요성 강조, ②국가·정부의 자유·정의의 수호를 위한 투쟁의 중요성 강조, ③세계평화공동체의 비전과 이상의 제시로 요약해 볼 수 있다. 오늘날 우리헌법에 명시된 자유민주국가론이 나오기 훨씬 이전에 삼지조화사회국가론과 세계평화공동체국가론을 선견지명있게 제시했다. 그의 국가론은 조화성·평화성·보편성·합리성·이상성 등을 함축하고 있으며 현재와 미래의 국가발전에 많은 의미와 시사점을 주고 있다. 또한 한민족 영토와 관련해서는 그의 ‘고토회복론’이 오늘을 사는 우리민족에게 국력신장·국운융성·남북통일·평화수호가 중요한 비전이자 과제 중의 하나임을 잘 일깨워주고 있다.

영문 초록

This paper is to analyze the theory of the state of Dr. Baek Baek-wook, a Buddhist philosopher, independence activist, statesman, and educator. Through the theory of three branch social organization, he argues that the balance and harmony of three branch life, namely mental life(heaven), economic life(earth), and legal life(human being) has influenced the development of human society. His theory of the state can be analyzed and synthesized into ①three branch harmonization social state theory, ②liberal democratic state theory, and ③world peace community state theory. The characteristics of his state theory can be summarized as ①the historical philosophy character of the approach, ②the reality-based ideal character, and ③the individual-centered harmonious character. Long before the theory of a liberal democratic state specified in our Constitution came out today, the theory of a triad-harmonious social state and the theory of a world peace community state were presented with foresight. His theory of state implies harmony, peace, universality, rationality, and ideal, and gives many meanings and implications to the current and future national development. And his theory of restoration of Korean old land(Manchuria) in relation to the Korean people's territory reminds the Korean people living today that the enhancement of national power, prosperity of the nation, reunification of North and South Korea, and protection of peace are important visions and tasks.
