서울지역의 CPTED 사업 실시 지역과 행정동 수준 범죄 유형별 발생등급 간 공간적 상관성에 대한 탐색적 연구

국문 초록

본 연구는 서울특별시 전 지역을 분석대상지로 선정하여 경찰과 민간이 협력하여 실시한 CPTED 사업 실시지역과 범죄 유형별 발생등급의 공간적 상관성을 탐색적 수준에서 살펴보았다. CPTED는 범죄 취약지역으로 선별된 구역에 우선적으로 적용됨이 바람직하며 이를 통해 지역사회의 높은 범죄예방효과 역시 기대할 수 있을 것이다. 그러나 현장관찰에 투입되는 CPO의 개인 역량에 따라 주관이 개입되는 측정의 오류를 범할 가능성 역시 상존한다. 또한CPTED 사업이 시행되려면 자치단체나 민간의 투자가 필요한데, 각 지역사회마다 여건에 차이가 있어 범죄위험도가 높은 지역임에도 불구하고 CPTED가시행되지 않는 지역도 있을 수 있다. 이에 본 연구는 경찰과 자치단체가 협력하여 추진 중인 CPTED 사업 적용지역을 지오코딩하여 지도에 표시하고 이들위치들의 분포를 탐색적으로 조사하였다. 또한 CPTED 사업 적용지역과 행정동 수준의 범죄 유형별 발생등급이 어느 정도 상관관계가 있는지 공간적 상관성을 검토하였으며, 행정동 수준에서 CPTED 사업 실시 여부가 다른 요인들을 통제한 상태에서 지역의 범죄 유형별 발생등급에 영향을 주는지 공간회귀분석을 통해 분석하였다. 분석결과, CPTED 사업의 지역 편차가 매우 높은것으로 나타났으며, CPTED 사업과 범죄 유형별 발생등급 간 유의미한 상관성은 발견되지 않았다. 이는 종래 CPTED 사업 지역 선정 시 행정동 수준의범죄발생등급에 대한 체계적인 진단이 다소 미흡하였음을 시사한다. 이 연구에서는 도출된 연구결과를 통해 현행 CPO 및 CSO 제도의 개선이 시급하다는 점을 제언하였으며, 끝으로 연구의 한계를 논의하였다.

영문 초록

This study selected the entire Seoul Metropolitan Government as an analysis target site, and examined the spatial correlation between the CPTED project implementation area and the occurrence grade by crime type at an exploratory level. It is desirable that CPTED be applied to areas selected as vulnerable areas for crime, and through this, high crime prevention effects in the local community can also be expected. However, there is also a possibility of committing an error in measurement in which subjectivity is involved depending on the personal competence of the CPO injected for field observation. In addition, local governments or the private sector need investment to implement the CPTED project, and there may be areas where CPTED is not implemented even though it is a high crime risk area due to differences in conditions in each community. Therefore, this study geocoded and displayed the CPTED project application areas promoted in cooperation with the police and local governments, and explored the distribution of these locations. In addition, spatial correlation was reviewed to the extent of the correlation between the CPTED project application area and the crime type at the administrative dong level, and spatial regression was analyzed to see if the CPTED project affects the crime type in the region while controlling other factors. As a result of the analysis, it was found that the regional deviation of the CPTED project was very high, and no significant correlation was found between the CPTED project and the incidence grade by crime type. This suggests that the systematic diagnosis of the crime occurrence grade at the level of administrative dong was somewhat insufficient when selecting the CPTED project area. In this study, it was suggested that the current CPO and CSO systems were urgently improved through the derived research results, and finally, the limitations of the study were discussed.
