윤석열 정부의 지방분권 국정과제 및 실천과제의 평가

국문 초록

윤석열 정부는 대한민국 어디서나 살기 좋은 지방시대를 국정 목표로 지역주도 균형발전, 혁신성장기반 강화, 지역의 고유한 특성 극대화를 국정과제로 강조하고 있다. 본 연구는 윤석열 정부의 지방분권 국정과제 및 실천과제를 중요도와 기대효과를 기준으로 평가하고자 한다. 이를 위하여 광역자치단체 본청 및 자치구 공무원을 대상으로 설문조사를 실시하였다. 분석 결과를 근거로 최우선 정책과제, 지속유지과제, 과잉노력 지양과제, 차순위 시정 노력 과제를 도출함으로써 윤석열 정부의 지방분권 정책설계에 시사점을 제공해 주고자 하였다. 지방분권 국정과제 및 실천과제에 대한 분석 결과는 다음과 같다. 첫째, 윤석열 정부의 최우선 정책과제 영역으로 자치경찰권 강화를 심도있게 살펴 볼 필요가 있다. 둘째, 윤석열 정부의 지속유지 영역으로는 지방자치단체 자치권 강화, 지방재정 권한 강화를 위한 재정자주도 기반의 목표 설정, 지방의자주재원 확충, 균형발전특별회계 및 국고보조금 제도개선, 지방보조금 통합관리시스템 구축 및 지방의 재정진단, 지방재정위기 관리제도 개선, 지방자치단체 인적 역량 제고를 위한 규제 완화 등이 해당한다. 셋째, 윤석열 정부에서 차순위 시정 노력이 요구되는 정책과제는 지방자치단체 기관구성 다양화, 주민자치위원회 및 주민자치회 개선, 특별자치시･도의 법적 행정적 위상 제고, 현금성 복지사업 관리제도 도입, 학교 교육 다양화를 위한 교육자유특구 시범 운영, 지역대학 경쟁력 제고를 위한 지자체자기 책임성 강화, 지방의회 자율권 확대, 지방의회 투명성 제고 및 역할 활대 등이 해당한다. 마지막으로 윤석열 정부의 과잉노력 지양이 요구되는 정책과제는 국가와 지방자치단체 간 기능 재조정, 공공기관 지역인재 의무채용 확대, 초광역지역정부 확대 설치 및 운영, 지방자치단체 조합 등 지자체 간 협력 활성화 등이 해당한다. 이상의 연구 결과는 윤석열 정부가 출범하기 전 대통령직인수위원회의 발표 자료에 대한 특정 광역자치단체 공무원들의 인식조사를 근거로 하였기 때문에 분석 결과를 성급하게 일반화해서는 안 될 것이다. 향후 연구에서는 본 연구의 한계를 보완하여 지방분권 정책과제를 선별할 수 있는 분석 결과를도출하려는 노력이 필요하다.

영문 초록

This study provides implications for the design of the new government's policies for autonomy and decentralization by evaluating the tasks of the Moon Jae-in government on the basis of importance and satisfaction. It derives the highest priority policy tasks, continuous maintenance tasks, tasks for avoiding excessive effort, and tasks for the next priority corrective effort. To this end, a survey was conducted targeting the Incheon Metropolitan City main office and gun & gu civil servants, city council members, gun & gu council members, and members of the autonomy and decentralization committee. The results of the analysis of the promotion strategies and tasks are as follows. First, in the area of priority policy tasks in the new government, it is necessary to examine in depth the function-oriented comprehensive transfer of central authority, reorganization of special local administrative agencies, reinforcement of educational autonomy, and activation of linkage cooperation with local autonomy in the innovative local transfer strategy. Second, in the area of sustainable maintenance of the new government, strengthening the autonomy and securing responsibility for the strategy of expanding the autonomy and responsibility of local governments, securing autonomy and transparency in the local personnel system, strengthening the professionalism of local public officials, enhancing the autonomy of local finance operation, expanding local finance information disclosure and accessibility. Third, the policy tasks that require the next-priority corrective effort in the new government include the introduction of the love of hometown donation system and the reorganization of the government subsidy project, which are strategies for promoting strong fiscal decentralization. Lastly, policy tasks that require the new government to refrain from excessive efforts include guaranteeing the right of residents to participate in the resident sovereignty realization strategy, enhancing and revitalizing the representation of residents’ associations, and expanding the participatory budgeting system. It is expected that the results of this study can serve as a reference for the design of the new government’s policies for autonomy and decentralization. In the future research, it is necessary to make a continuous effort to draw analysis results that can drive autonomy and decentralization policy tasks by supplementing the weaknesses of this study.
