국문 초록

본 연구는 지방자치단체 주요 재정사업평가제도에 대한 메타평가를 실시하고, 그 결과를 통해 평가제도 개선을 위한 시사점을 얻고자 하는 데 목적이 있다. 평가환경부터 투입, 과정, 결과, 활용까지 재정사업평가제도 전반에 대한 점검이 가능한 메타평가 모형을 구성하고 평가제도의 각 요소별 평가를진행함으로써 제도운영 현황과 문제를 진단하고 평가운영 과정에 적용할 수 있는 부문별 개선대안을도출하고자 하였다. 메타평가 대상은 재정사업평가가 제도화된 직후부터 평가를 수행해오고 있는 경기도의 재정사업평가제도이다. 경기도 재정사업평가에 참여한 전문평가위원과 주민참여평가위원의 메타평가 의견을 수렴하였으며, 메타평가 요소 및 항목별로 평가결과와 개선대안을 정리하여 제시하였다. 본 연구가 평가제도 개선을 목적으로 한 메타평가 사례연구로서 경기도뿐만 아니라 여러 지역에서 운영되고 있는 평가제도 개선에 시사점을 줄 수 있기를 기대한다.

영문 초록

In accordance with the principle of performance-based fiscal management, the 2014 Local Finance Act stipulated the budgetary program evaluation of local governments, and it was five years after the evaluation of Gyeonggi-do was implemented based on this. The budgetary program evaluation works as a role in linking the budget with the work performance, such as cutting the project budget and improving the project. It is essential to establish a reasonable and appropriate evaluation system for the performance management system to be effectively implemented. The purpose of this study is examing the problems with the budgetary program evaluation and exploring the future directions for improvement. A meta-evaluation model was employed to analyze the status quo of the budgetary program evaluation system in Gyeonggi-do. The meta-evaluation model in this study includes five evaluation factors: environment, input, process, outcome, and utilization. As a result of the meta-evaluation, various issues for improving the budgetary program evaluation system and operation of Gyeonggi-do were derived, and improvement options for each issue were presented.
