공립박물관의 교육⋅문화콘텐츠 활성화 방안 연구

국문 초록

본 연구는 올해로 출범 10주년을 맞이하는 세종특별자치시의 시립박물관이 지역문화 발전과 평생교육 증진에 이바지할 수 있는 방안에 대해 모색한 것이다. 이를 위한 제도적 장치가 되는 ‘조례’에 주목하여, 다른 지방자치단체 공립박물관의 박물관 운영 조례와 비교⋅분석한 점이 기존 연구와의 차별점이라고 할 수 있다. 조사 결과 23개 지방자치단체 공립박물관의 박물관 운영 조례 중 조례의 목적에 지역문화 발전과 시민의 문화 향유권 증진 관련 내용이 기술되어 있는 조례는 5개였다. 세종특별자치시에는 이와 같은 조례의 목적이 포함되지 않았다. 그리고 박물관 교육과 관련된 조문 및 조항이 있는 조례는 세종특별자치시를 포함하여 6개인데 그 내용을 보면 대부분이 운영, 수강료, 강사 채용에 관련된 내용만을 명시하고 있었다. 따라서 세종특별자치시의 시립박물관이 지역문화 교육기관의 역할을 선도하기 위해 그 제도적 장치가 되는 조례를 보완할 필요가 있다. ｢세종특별자치시 시립박물관 운영 조례｣에 지역문화 발전과 시민의 문화향유권 증진 등 지역의 역사적 가치와 자긍심을 높이는 내용을 담을 것과 박물관 교육에 지역문화를 활용한 콘텐츠 교육 내용 및 위원회를 구성할 수 있는 내용을 담을 것을 제안하는 바이다.

영문 초록

The purpose of this study is to find a method for the Sejong City Public Museum to contribute to the development of local culture and the promotion of lifelong education. It can be said that the difference from existing research is that it focuses on the “Ordinance”, which is an institutional device for this purpose, and compares and analyzes it with the museum management ordinances of other local governments. As a result of the survey, out of the 23 local government's museum operation ordinances, five ordinances were the ordinances in which the purpose of the ordinance was to describe the development of local culture and the promotion of cultural rights of citizens. The Sejong City Ordinance did not include the purpose of such ordinances. And there are six ordinances with content on museum education, including Sejong City. Looking at the contents, only the contents related to most operation, registration fee, and recruitment of instructors are described. Therefore, in order for the public museum of Sejong City to lead the role of the regional cultural education institution, it is necessary to supplement the ordinance that becomes its institutional device. This re- search proposes that the “Sejong City Municipal Museum Operation Ordinance” should include content that enhances the historical value and self-esteem of the region, such as the development of regional culture and the promotion of citizens' cultural rights. In addition, it is proposed to include education contents that utilizes local culture and content that can form a committee in museum education.
