정조와 다산 정약용의 개혁정치에 관한 연구

국문 초록

본 연구는 개혁군주 정조와 다산 정약용이 구상하고 추진한 개혁정치의 현시대적 함의를 밝히는 것이 그 목적이다. 18-19세기의 조선 사회는 외부로부터의 잦은 침입과 내부로부터의 정치적 혼란과 정책적 무능으로 매우 불안정한 사회였다. 억압적인 신분제적 질곡과 열악한 사회경제적 삶의 조건 속에서 살아가는 백성들의 곤궁하고 불안한 처지를 개선하는 것은 다산과 같은 사상가들에게는 간과할 수 없는 개혁 과제였다. 다산의 시대인식은 왕권강화를 통해 신권을 약화시키고 왕권을 강화하여 정치적 안정을 꾀하려는 정조의 정치적 개혁과 부합하였다. 정조의 개혁정치는 왕권의 재확립을 통한 민생의 안정에 주안점이 있다. 정조의 왕권정치는 위로부터의 개혁을 바탕으로 새로운 정치혁신을 도모하려는 것이다. 이러한 정조의 개혁정치는 백성을 위한 정치를 실현하는 것이며, 이를 위한 조치들은 탕평책을 바탕으로 규장각의 설립, 초계문신제의 적용, 군제의 개편 등 다양한 체제적 개혁정치를 단행한 것이다. 정조와 다산의 개혁정치는 백성들의 삶의 안정과 복리를 최대한 보장할 수 있는 국가시스템을 구축하는 것을 목표로 하였다. 이때 정치는 위민과 보민을 위한 수단이었지, 특정한 정치적 이익을 추구하기 위한 것은 아니었다. 다시 말해서, 정조와 다산에게 있어서 정치권력을 그 자체가 목적이 아니라 백성들의 삶을 개선하기 위한 목적에 복무하는 수단이었다. 다산의 개혁 구상이나 비전이 오늘날 현대 정치에 주는 함의는 다음과 같이 정리할 수 있다. 첫째, 정치권력은 백성들의 삶의 안정과 복리를 위한 수단이지 그자체로 목적이 되어서는 안 된다. 둘째, 사회개혁의 목표는 정치영역에서의 개혁을 넘어서 국민들의 삶을 보다 안정시키고 개선시키는데 놓여야 한다. 셋째, 정치지도자에게 있어서 중요한 리더십의 자질은 공인(公人)으로서의 윤리와 정치권력의 공공성(公共性)을 준수하려는 명확한 의지이다. 오늘날 국민의 삶을 도외시하고 벌어지는 중앙정치의 정책적 무능과 다수 국민들의 삶이 어려워지는 상황은 정조와 다산의 개혁정치의 의미를 되돌아보게 만든다. 비록 오랜 시공간적 거리에도 불구하고 정조와 다산이 당대에 기획하였던 개혁의 비전은 오늘날에도 여전히 유효하다.

영문 초록

This study aims at clarifying modern implications of the reformative politics the reformer King Jeongjo and Dasan Jeong Yakyong conceived and promoted. The Joseon society in 18th and 19th century was so insecure because of internal political chaos and incapability in policymaking as wells as frequent external invasions. To improve the impoverished and insecure circumstances of the general public living in oppressive caste fetters and poor socioeconomic living conditions was a reformative task for thinkers like Dasan. Such awareness of the era by Dasan was conformed to the political reform of King Jeongjo who hoped to try to strengthen royal power by lessening divine power and then to secure politics with the power. King Jeongjo’s political reform was focused on the stability of people’s livelihoods by reestablishing the regal sovereignty. His rule was intended to promote a new political innovation on the basis of the reform from above. Thus, the king tried to realize the politics for the subjects and for this purpose, he implemented diverse systematic political reform measures such as establishing Kyujanggak(a royal library), applying Chogyemunsinje system and reorganizing the military based on Tangpyeongchaek(a strict policy of equality with no faction being favoured over another). King Jeongjo and Dasan’s reformative politics was designed to construct a national system to maximize the stability and welfare of the people. Thus, politics was not for political interests of any particular faction but the means to care and protect the people. In other words, to King Jeongjo and Dasan, political power itself was not the purpose but the means to improve the subjects’ lives. The implications Dasan’s reformative ideas and vision suggest to contemporary politics are as follows. First, political power should not be an objective but the means for the stability and welfare of the people’s lives. Second, the goal of social reform should be set to secure and improve the people’s lives beyond the reform in the political realm. Third, a significant leadership feature for political leaders should be a distinct will to observe the ethics and public interest as a public figure. These days, given the policymaking incapability in central politics disregarding the general public’s lives and the conditions where many people’s livelihoods are getting worse, the significance of King Jeongjo and Dasan’s political reform should be taken into consideration again. In spite of the long temporal and spatial distance, the reform vision designed by King Jeongjo and Dasan in their time is still effective today.
