국문 초록

한국의 행정현상에 부합하는 행정체계의 준거기준을 확립하지 못하고 있는 실정을 감안하면 전인적 인간관을 기반으로 하고 있는 다산의 행정개혁사상의 고찰은 의미가 있다. 이에 본 연구는 목민심서, 경세유표, 일서이표 등을 중심으로 다산이 주장하고 있는 행정개혁사상의 본질을 이해하고, 이를 기반으로 하고 있는 이념과 철학을 고찰하는데 그 목적이 있다. 이를 통해 한국의 행정학이 전통적인 행정사를 기반으로 하여 행정현상을 이해하고 당면하고 있는 현실적 행정문제를 효과적으로 해결할 수 있을 것이다. 먼저 다산의 행정개혁사상과 철학을 고찰하였다. 첫째, 특정 시대의 환경과 지배적인 사상적 배경이 다산의 사상과 철학에 어떠한 영향을 미쳤는지 다산의 시대적 배경과 생애이다. 둘째, 전통적인 유교사상이 지배구조에서 다산의 실학이 지니는 성격과 그 위상, 그리고 서학(西學)의 수용과 영향으로 말미암아 실용주의적 사상형성에 얼마만큼의 기능을 하였는지에 관한 것이다. 셋째, 다산의 행정개혁사상과 철학적 배경은 민본사상, 목민사상, 애민과 휼민사상, 형평사상, 윤리사상이다. 궁극적인 행정개혁의 목표는 낡은 조선을 새롭게 하고자 것으로 피폐되고 병든 조선 사회에서 내재된 사회체제 발생 문제를 해결할 능력도 부족하고 더욱 국가체제가 병들어 행정개혁을 주장하였다. 이를 통해 부국강병을 통해 백성이 풍요롭고 편안하게 사는 것, 백성을 사랑하고 중하게 여기며 백성을 위해서 봉사하는 행정실현 하는 것, 바른 행정으로 백성에게 고른 혜택이 돌아가는 것을 목표로 두고 있다.

영문 초록

South Korean administration is not yet established the frame of reference for the administrative system, thus we need to consider the administrative reform philosophy of Dasan Jung Yak-Yong which based on the holistic human. The aim of this study is to understand the essence of the Dasan's administrative reform and at the same time examine the Dasan's ideology and philosophy, focused on Mongminsimseo, Gyeongseyupyo and Ilseipyo. This study thought that public administration of South Korea needs to understand the administrative phenomenon and effectively deal with the facing administrative issues, based on traditional administrative history. We have to consider the history aspect and the philosophical approach to better understand the Dasan's administrative reform philosophy, and then this study had discussed a few issues below. First, this study shows how the environment of a particular time period and Dominant ideological background influenced the Dasan's ideology and philosophy. Second, this study explores that how was formed the Dasan's Practical Thought through adopting western learning. Third, the philosophy of Dasan's administrative reform and the philosophical background include people-oriented idea, the governing the people, love and relief of the people, equity ideas and ethical idea. The philosophy of Dasan's administrative reform is comprehensive of Confucian view and progressive idea. For exmple, the Dasan's idea based on the Confucian philosophy like self-reflection and administration for the citizens. However, the Dasan's idea laid the foundation of progressive and modern ideas and at the same time accepted traditional Confucianism.
