국문 초록

대한민국은 반세기 전만 하더라도 세계에서 가장 가난한 나라 중의 하나였다. 첨예한 남북 대립을 겪으면서도 국제사회가 경탄할 만한 경제발전을 이루었으며, 그 바탕 위에서 정치적 민주화까지 달성해낸 모범적인 국가로 자리매김하였다. 그러나 우리 사회 내부를 면밀히 들여다보면, 통합의 주체가 되어야 할 정치사회는 혼란스럽기 짝이 없으며, 시민사회는 계층 간, 세대 간, 지역 간 갈등과 분열로 얼룩져 있다. 그 결과, 사회구성원의 공동체의식이 크게 약화되었고, 내적 안보태세에 큰 균열이 생기고 말았다. 이는 시대가 요구하는 패러다임 시프트에 적응을 못한 결과요, 분단국가임에도 북한의 대남 선전선동과 통일전선에 너무 안일하게 대처해온 결과로 볼 수 있다. 역사는 한 나라가 계속 존속하기 위해서는 국방력이나 경제력과 같은 물리력도 중요하지만, 정신력이 얼마나 중요한 것인가 하는 점을 잘 일깨워주고 있다. 오늘날 스마트파워 강화 차원에서 소프트파워를 중시하는 것도 정신력이 국력 증진을 위해 그만큼 중요하다는 사실을 인식한 때문이다. 바로 이 점에서, 우리의 국력 증진을 위한 도구로서 귀중한 정신적 자산인 국가보훈의 가치를 중시해야 할 필요가 있다. 국가보훈은 나라사랑정신을 앙양하며 국가정체성을 함양하는 핵심적인 기제 중의 하나로서 국민통합에 크게 기여하고, 나아가 국가안보 능력을 제고한다는 점에서 그렇다.

영문 초록

The Republic of Korea half a century ago it was one of the world's poorest countries. Despite sharp confrontation with North Korea, South Korea has made marvelous economic development that the international community considers surprisingly. As a result, it was able to achieve political democratization. However, a closer look inside our community, the political society, subject of political and social integration, is very confusing. And civil society has been tainted by the conflicts and divisions between classes, between generations, and between regions. As a result, our sense of community has been greatly weakened, large cracks in the internal security posture fell. These results are derived from the facts that our society could not adapt to the paradigm shift which era requires, and that we were too indifferent to the agitation, propaganda and united front by North Korea. In order to continue to survive, one country needs , of course, physical power such as a military power or economic power. But history reminds us very well the importance of mental power in a crisis. Because of this, today, many countries put emphasis on soft power, in terms of strengthening the smart power. So, we, threatened always by North Korea, should be conscious of the value of national affairs for patriots & veterans, our valuable spiritual property, which is a precious tool to promote national strength. Needless to say, national affairs for patriots & veterans, as one of the key mechanisms inspiring patriotism and cultivating national identity among the people, contribute to national integration and enhance national security capabilities.
