국문 초록

본 논문은 신냉전체제로의 귀환 현상이 나타나는 동북아 국제정세 변화를 중심으로 지정학적 관점에서 본 동북아 국제관계를 진단하고 이와 관련해 현재 한국이 처한 대외적 상황과 향후 외교정책 방향을 모색하고자 한다. 이를 위해 탈냉전 이후 국제질서에 대한 이론적 검토를 바탕으로 냉전 시기 체계이론이 주도했던 구조적 결정론의 약화 속에 지정학적 설명의 도래, 동맹의 변화, 국제정치에 있어서 감정적 요인 등의 변화를 살펴보면서 미중 패권경쟁에 대한 이론적 논의들을 짚어보고 있다. 이를 바탕으로 동북아 국제관계에 나타나는 신냉전적 지정학적 요인의 대두와 한반도가 처한 지정학적 성격을 살펴보고 있다. 이를 바탕으로 미국, 중국, 일본, 러시아가 한반도에 대해 갖고 있는 지정학적 국가이익을 북한문제와 관련해 각각의 내용들을 검토하고 있다. 즉, 미국, 중국, 일본, 러시아가 현재 시점에서 독자적인 관점에서 보는 북한에 대한 국가이익을 분석하고 결론을 도출하고 있으며 이를 통해 향후 한국의 외교 및 대북정책에 도움이 되는 시사점을 발견하고 있다.

영문 초록

This paper aims to diagnose international relations in Northeast Asia from a view of geopolitical perspective, focusing on changes in the international situation in Northeast Asia, where the return to the new Cold War system occurs, and to explore the external situation Korea faces and future foreign policy directions. To this end, theoretically, based on a theoretical review of the post-Cold War international order. Amid the weakening of structural determinism led by system theory during the Cold War, theoretical discussions on the U.S.-China hegemonic competition are examined by examining changes in geopolitical explanations, alliances, and emotional factors in international politics. Based on this, this paper examine the emergence of new and Cold War geopolitical factors in international relations in Northeast Asia and the geopolitical nature of the Korean Peninsula. Based on this, the geopolitical national interests of the United States, China, Japan, and Russia on the Korean Peninsula are being reviewed in relation to the North Korean issue. In other words, the United States, China, Japan, and Russia are analyzing and drawing conclusions on North Korea from their own perspective at the present time, and discovering implications that will help South Korea's foreign and North Korea policies in the future. As the North Korean issue has a significant impact on Northeast Asian order in the 21st century as well as the nuclear issue, the four major Northeast Asian countries are considering national interests and recognition toward North Korea.
