메타버스 공간에서의 남북 교류 가능성에 대한 고찰

국문 초록

코로나19가 촉발한 원격·비대면 트렌드와 함께 최근 온라인 공간과 현실세계가 융합된 디지털 ‘가상공존세계’로서 ‘메타버스(Metaverse)’가 부상하고 있다. 메타버스는 현실세계의 대체 공간으로서 사회적 관심을 받으며 일상에서의 폭넓게 적용되는 중이다. 그러나 경제·사회 분야와 달리 외교적 측면에서 메타버스의 잠재력을 활용한 정책들은 아직 제한적이다. 남북교류 이슈와 같이 높은 지정학적 불확실성과 광범위한 국제제재의 제약을 가진 사안에서는 메타버스의 활용 가능성을 적극적으로 모색할 필요성이 제기된다 할 수 있을 것이다. 비대면·양방향 소통이 가능한 메타버스 공간에서는 직접교류를 위한 복잡한 선결과제 등의 부담이 적고, 양측은 관련 기술 활용에 대한 사회적 수요를 갖고 있으므로 일회성의 파편적 이슈와 달리 지속적인 소통 유인을 제공할 가능성이 높기 때문이다. 또한, 원격으로 이루어지는 교류 방식은 물리적 제약이 많은 대북제재를 극복할 수 있는 접근이기도 하다. 무엇보다도 기술·경제·사회 혁신의 융합체인 메타버스를 통한 남북교류공간의 탐색은 중장기 관점에서 거버넌스 수립과 사회적 합의 등 교류·협력 기반을 체계화하는데도 큰 기여를 할 수 있다. 즉, 메타버스 기반 남북 소통 이슈는 가시적인 성과 뿐만 아니라 지속가능한 남북 교류를 위한 우리의 내재적 역량 축적의 기회로서도 의미가 크다고 할 수 있을 것이다.

영문 초록

Today, the concept of ‘Metaverse’ is emerging as a ‘virtual coexistence world’. The metaverse is receiving social attention as an alternative space to the real world and is being widely applied in everyday life. However, unlike in the economic and social fields, policies that utilize the potential of the digital virtual world realized by Metaverse in diplomatic terms are still limited. As an alternative to overcome the limitations of traditional diplomatic methods, we need to review the metaverse so that it can be used more actively. In other words, it is necessary to discuss the potential and scope of use of metaverse-based diplomacy as an approach that overcomes the limitations of limited reality and discovers new areas of possibility, not simply as an auxiliary means of traditional diplomacy. In particular, it is good to actively seek the possibility of application in issues with high geopolitical uncertainty and wide-ranging international sanctions, such as the issue of inter-Korean cooperation. The metaverse world provides a clue to overcome some of these realistic limitations. This is because, in the metaverse space, where non-face-to-face and two-way communication is possible, the burden of complex pre-requisites for direct exchange can be reduced, and topics for culture, knowledge, and friendship can be made widely through various actors not only in the government but also in the private sector. Exploring the inter-Korean non-face-to-face exchange space can be said to be a practical task for realizing metaverse diplomacy from our point of view.
