국문 초록

본 연구에서는 자연보전지역 연계개발 규제의 문제점과 사례를 분석하고 개선방안을 제시하였다. 광주와 이천의 개발압박이 심했다. 대규모 개발이 증가할 수 있다는 상당한 우려가 있습니다. 즉, 연계개발에 관한 규제가 보다 효율적으로 운영될 수 있도록 개선방안이 필요하다. 연계개발 규제와 관련하여 지방자치단체에서 발생한 사례를 살펴보았다. 여기에는 다음이 포함되었습니다. 가이드라인의 판단기준이 모호하여 지방자치단체가 내부정책을 수립한 경우 연계개발규제를 회피하기 위해 근린생활시설의 허가를 받아 제조시설을 운영하는 경우자연보호구역의 개발에 관한 규제를 위한 합리적인 개선방안은 다음과 같다. 단기계획 : 연계개발규제의 배제기준을 명시하여 세부조항을 마련한다. 중기계획 : 연계개발규정에서 예정된 위치안내 정책을 제외한다. 장기계획 : 다른 법령과 마찬가지로 연계개발에 관한 규제를 폐지한다.

영문 초록

This study analyzed the problems and cases of the regulation on the connection development of nature conservation areas and suggested improvement plans. Development pressure in Gwangju and Icheon was severe. There are significant concerns that sprawling development might increase. In other words, improvement measures are needed to ensure that the regulation on the connection development can be operated more efficiently. We looked at cases that occurred in local governments concerning regulation on connection development. They included the following; cases in which local governments have established internal policies due to the ambiguous judgment criteria in the guidelines; cases of operating a manufacturing facility after obtaining permission for a neighborhood living facility to evade the regulation on the connection development. A reasonable improvement plan for the regulation on connection development of the nature conservation area is as follows; Short-term plan: Preparation of detailed provisory clauses by specifying the exclusion criteria for the regulation on connection development. Medium-term plan: Exclude the planned location guidance policies from the regulation on connection development. Long-term plan: Abolish the regulation on the connection development, as in the case of other laws.
