국문 초록

공직부패는 사회･경제적 질병으로 인식되는 병폐 현상이다. 다수의 선행연구는 부패의 원인을 규명하려고 시도했다. 다만, 부패의 원인은 광범위하고 환경･시대･공간적 여건에 따라 중요도가 다르다. 따라서 부패의 원인은 연구자에 따라 일치된 견해가 부족하다. 이 연구는 기존 연구를 종합하고 부패의 원인을 체계적으로 유형화하고자 한다. 또한, 한국행정연구원의 ‘2020년 우리나라 정부 부문 부패실태에 대한 인식조사’ 자료를 활용하여 부패 발생 요인(업무환경, 개인적 요인, 행정제도, 부패통제)이 대국민 부패인식에 미치는 영향을 분석하였다. 분석단위는 전국 만 19세 이상 사업체 종사자 1,000명이다. 주요 분석결과는 다음과 같다. 첫째, 업무환경은 부패인식에 유의미한 정(+)적 영향을 미쳤다. 둘째, 개인적 요인은 부패인식에 유의미한 정(+)적 영향을 미쳤다. 셋째, 부패통제는 부패인식에 유의미한 정(+)적 영향을 미쳤다. 넷째, 행정제도는 부패인식에 유의미한 영향을 미치지 않았다. 이상의 가설 검증 결과를 토대로 정책적 대안을 제안하였다.

영문 초록

Public corruption is a disease phenomenon recognized as a social and economic disease. A number of previous studies have attempted to determine the cause of corruption. However, the causes of corruption are wide and the importance varies depending on environmental era, and spatial conditions. Therefore, the cause of corruption is a lack of consensus among researchers. This study aims to synthesize existing studies and systematically categorize the causes of corruption. In addition, the impact of corruption factors (Working environment, Personnel Aspect, the administrative system, Corruption control) on public corruption perception was analyzed using the data of the Korea Institute of Public Administration’s "2020 Perception of Corruption in Korea". The analysis unit is 1,000 employees of businesses aged 19 or older nationwide. The main analysis results are as follows. First, the working environment had a significant positive (+) effect on the perception of corruption. Second, personnel Aspect had a significant positive (+) effect on corruption perception. Third, corruption control had a significant positive (+) effect on corruption perception. Fourth, the administrative system did not significantly affect the perception of corruption. Based on the above hypothesis verification results, a policy alternative was proposed.
