공무직 운영 실태 및 개선에 관한 탐색적 연구

국문 초록

2017년 도입된 공무직은 비정규직 차별 해소라는 시대적 요구에 부응하여 도입되었으나, 제도의 도입이 문제의 해결을 의미하지는 않는다. 인천국제공항공사 사례에서 볼 수 있듯이, 공무직을 둘러싼 갈등은 여전히 사회 곳곳에 남아있다. 이에 본 연구는 기능적 관점에서 공무직 운영 실태와 그 효과성에 대한 진단을 시도하였다. 중앙정부의 소속기관을 대상으로 공무직의 업무량과 효율성, 그리고 직무급제를 분석하였다. 본 연구에 따르면, 공무직의 업무량은 당사자와 관리자 모두 적정하다고 인식하고 있다. 다만, 관리자가 인식하는 공무직의 업무량은 대체로 당사자 인식보다는 적으며, 이에 따라 공무직의 업무 효율성 향상을 기대하고 있다. 직무급제의 경우, 직무가치(직무 난이도 및 중요도)가 공무직 직무등급에 충분히 반영되지 않은 것으로 나타났다. 또한, 공무직 당사자와 관리자가 생각하는 직무가치의 핵심 요인도 다르다. 공무직 당사자는 직무난이도를, 관리자는 직무중요도를 직무가치의 주요 요인으로 인식하고 있다. 본 연구의 의의는 공무직 전환 이후 운영 실태를 살피고, 개선의 필요성과 방향을 도출했다는 점에서 찾을 수 있다.

영문 초록

Lifetime-contract public workers (공무직) were introduced in 2017 in response to the demands of eliminating discrimination against temporary workers (비정규직). However, the introduction of the employment system does not mean solving the problem. As can be seen in the case of the Incheon International Airport Corporation, conflicts over the introduction of lifetime-contact public workers still remain in various parts of the Korean society. This study diagnoses the operation situation of lifetime-contract public workers and explores its effectiveness by analyzing workload and efficiency of lifetime-contract public workers and the job-based pay system. This study finds that even though the workload of lifetime-contract public workers is appropriate, their managers (civil servants) slightly underestimate the workload. Thus, managers expect that the efficiency of lifetime-contract public workers should be improved. And also, job values (difficulty and importance) are not sufficiently reflected in the job-based pay system. Lifetime-contract public workers perceive that job difficulty should be a core value factor in the job-based pay system, but their managers perceive that job importance should be more reflected in the pay system. This study contributes to examining the operation of lifetime-contract public workers and drawing the need to improve the employment system.
