중국의 일대일로 이니셔티브와 국내 정책담론

국문 초록

이 연구는 중국 일대일로 이니셔티브 추진에 수반된 중국 내 정책담론 변화를 추적해 보는 시론적 연구이다. 중국의 국제적 부상과 함께 중국 대외경제정책에도 변화가 생겼고 2012년 시진핑 집권 후 가장 중요한 중국 대외경제정책중 하나는 일대일로 이니셔티브였다. 여기에는 중국의 막대한 자금투입이 동반되었다. 관련하여 중국 내에서는 “정부가 빈민문제 등 국내 이슈에 우선 집중해야 한다” 혹은 “분수에 맞지 않는 낭비”라는 반발들이 제기되어 왔고, 중국의당-국가(party-state)가 새로운 대외경제정책에 관해 형성된 국내 공중여론(public opinion)을 관리할 필요성도 증대되었다. 이에 중국 정부는 일대일로에 대한 반발을 줄이고 지지를 끌어내기 위해 인민들에게 다양한 정책담론을 제시해 왔다. 이 연구는 <인민일보> 기사의 동시출현 단어(co-occurrence of words) 분석을통해 일대일로 관련 국내 정책담론과 그 변화를 추적했으며 다음과 같은 사실들을 발견했다. 첫째, 일대일로 초창기의 국내 정책담론은 역사와 문화를 통해역내 정체성의 동질감을 강조하고 추상적인 가치를 담는 데 주력했다. 둘째, 일대일로 정책에 수반된 막대한 출자 및 대외원조액이 발표되고 국내에서 비판여론이 강해진 2015년과 2016년, ‘일대일로’는 추상적이고 보편적 가치를 담지한개념으로 변화하였고, ‘일대일로’의 ‘인프라시설’의 연계성이 낮아졌다. 셋째, ‘전략구상’이라는 단어가 2016년 2월 이후 <인민일보> 일대일로 관련기사에서 사라지고 ‘이니셔티브’로 대체되었다. 넷째, 2017년 일대일로의 정체성을 ‘다자협력플랫폼’으로 재규정하면서 “일대일로는 투자 프로젝트를 통해 진행되는 비즈니스”, “중국의 금융영향력 확대와 무역파트너 육성 등 중장기적 실익을 창출” 등 ‘하드파워 증진’ 담론이 두드러졌다. 다섯째, 2018년 이후 다자 협력플랫폼의 정체성이 강화되면서 일대일로가 경제적 실익에만 국한되는 것이 아니라“참여국들과의 복합적 가치공유 플랫폼”이라는 담론이 다시금 등장했다.

영문 초록

This study analyses China’s domestic political discourse in accordance with the Belt and Road Initiative (BRI). China’s rise in the international political economy has significantly changed the foreign policies of China. The BRI is one of the most important foreign policies, and it has been accompanied by a large amount of money raised by the Chinese government. Therefore, it encountered criticism that the government should focus more on domestic issues such as the poverty problem and complaints that the BRI was a waste of financial budgets. As a result, the Chinese government has presented various political discourses in order to govern public opinion in terms of the new policies. Based on the “co-occurrence of words” analysis of People’s Daily, this study examines the political discourses of the Chinese government and shows the following facts: First, the domestic political discourse in the initial stage of the BRI tended to emphasize the identity of the “homogeneous region” and to contain abstract values through history and culture. Second, in 2015 and 2016, as huge amounts of investment and foreign aid were accompanied by the BRI policy, criticism of the BRI policy was strengthened in China. The BRI was converted into an abstract concept involving universal values and became less correlated with the “infrastructure.” Third, the word “strategic conception” disappeared from articles related to the BRI in People’s Daily and was replaced by “initiative” after February 2016. Fourth, after the identity of the BRI was redefined as a “multilateral cooperation platform” in 2017, practical discourses such as “business carried out through investment projects” and “creating long-term profits such as expanding China’s financial influence and fostering trade partners” stood out. Fifth, as the identity of the multilateral cooperation platform has been strengthened since 2018, the discourse that the BRI is not merely limited to economic benefits but is also a “complex value-sharing platform with participants.” has emerged again.
