소방안전활동 영향 요인 연구

국문 초록

본 연구는 소방안전활동에 영향을 미치는 요인을 밝혀 소방공무원이 안전한 소방활동을 펼치는데 도움을 주고자하였으며 이를 위해 소방공무원 187명을 대상으로 설문을 하였다. 연구결과 안전관리역량에서는 사전대응역량, 안전학습역량이 소방안전특성에서는 사고경험이 소방안전활동에 유의미한 영향을 미쳤다. 그러므로 첫째, 사전대응역량을 향상시키기 위해 복잡한 재난표준작전절차가 아닌 이해하기 쉽고 간단명료한 매뉴얼 개발과 유관기관 자원의 원활한 활용을 위한 협력체계 구축이 필요하다. 둘째, 안전학습역량은 소방안전활동에 긍정적 효과를 미치므로 소방사례 데이터의 전산화와 고도의 현장대응능력을 지속적으로 관리하는 교육·훈련 프로세스를 시스템화하는 방안이 논의되어야 한다. 셋째, 소방공무원의 직간접 사고경험은 소방안전활동을 위축시키므로 소방공무원의 심신안정과 사후관리체계를 강화하기 위한 병원 등 인프라 확충과 법률적 지원 등이 고려되어야 할 것이다.

영문 초록

This study aims to help firefighters conduct safe firefighting activities by revealing the factors affecting fire safetyactivities. The results of the study showed that accident experience had a significant effect on fire safety activities in termsof safety management competency, proactive response capability, safety learning capability and fire safety characteristics. Therefore, first, it is necessary to develop an easy-to-understand, simple and clear manual rather than a complicated standarddisaster operation procedure to improve proactive response capability and establish a cooperative system for the smooth useof the resources of related organizations. Second, since safety learning competency has a positive effect on fire safetyactivities, it is necessary to systematize the education and training process on the management of the computerization offire case data and advanced on-site response capabilities. Third, the direct and indirect accident experiences of firefightersreduce fire safety activities; therefore, the expansion of infrastructure, such as hospitals, legal support to strengthen themental and physical stability of firefighters and a follow-up management system should be considered.
