국문 초록

본 논문은 한반도분단체제의 성격과 우리 정부의 통일전략의 방향에관한 것이다. 한반도분단체제의 성격을 지적하기 위해서는 분단, 분단구조 그리고 분단체제가 무엇인지를 명확히 이해해야 한다. 이를 근거로 하여 한반도분단체제의 성격을 살펴보면 첫째, 한반도분단체제는 분단체제를 더욱 더 고착화시키는 제반 요소들이 중첩적으로 다양하게 구조화되어 있다는 점이다. 둘째는 한반도분단체제는 소위 ‘북한문제’의근본적인 해결없이는 해체되기 어려운 속성을 가지고 있다는 점이다. 마지막으로 한반도분단체제는 국내외적인 냉전적 요소의 내재화로 인해해결의 난점을 가지고 있다는 점이다. 이러한 기본적 성격을 지니고 있는 한반도분단체제 하에서 우리 정부가 가져야 할 통일전략의 올바른방향은 다음과 같다. 첫째, 반드시 통일을 이루겠다는 강인한 통일의지와 예리한 북한 및 동북아 나아가 세계정세에 대한 예리한 분석력과 실천력을 가진 통일리더십의 구현이 요청된다. 정치리더십의 정도에 따라국가와 민족의 운명은 달라질 수 있다는 것이다. 둘째, 자유와 인권과같은 보편적 가치에 입각한 통일전략의 모색이 필요하다. 그래서 더 이상 북한정권이 행하고 있는 반인륜적, 반역사적 책동에 대해 침묵해서는안 된다. 셋째, 감상적인 대북인식에서 벗어나 보다 냉철한 대북인식이요청된다. 마지막으로 내부의 통합질서를 통한 체제정비가 필요하다.

영문 초록

Thus study is aimed to analyse the character of the Korean Peninsular division's system and the direction of unification strategy. To point out to the character of the Korean Peninsular division's system, we have to understand division, structure of division, system of division. On this basis, the character of the Korean Peninsular division's system is as follows; First, the Korean Peninsular division's system is structured with multiple elements becoming more and more deepened the division system in the Korean Peninsula. Second, the Korean Peninsular division's system has the basic attribute finding difficulty with dissolving it without the solution of the problem of North Korea. Finally, the Korean Peninsular division's system has difficult point of settlement by the internalization of the cold war's elements locally and abroad. Under the systemof the Korean Peninsular division with above basic characters, the correct direction of our government;s unification strategy is as follows; our government is asked of the unification leadership having the strong unification will and power of execution. Second, it is keenly necessary to seek to the unification strategy on basis of universal values. Third, we need the cool-headed recognition to North Korea instead of the sentimental recognition to North Korea. Finally, we need the organizing the systemthrough the inner integration order.
