국문 초록

본 연구의 목적은 북한의 6차 핵실험으로 인하여 우리에게 야기되는현실적 안보위협을 분석하고 그 대응전략을 모색하는데 있다. 이를 위하여 무엇보다도 중요한 것은 북한의 핵무장을 현실주의적 관점에서 인식하고 실질적인 대응전략을 강구하는 것이다. 북한의 6차 핵실험은 히로시마 원폭의 7배 수준의 폭발력과 EMP의 공격 능력을 과시하였다. 이는 남북한 간에 존재하는 핵 비대칭성을 극명하게 보여주는 것으로서, 이제 한국의 안보는 매우 심각한 위기에 처하게 되었다. 이러한 북한의 핵무장에 대처하기 위해서는 국내적 및 국제적 차원에서 종합적이고도 실효성 있는 안보전략을 시급히 강구하지 않으면 안 된다. 먼저국내적 차원에서는 북한의 핵 위협에 대한 현실주의적 인식, 일관성 있는 정책을 통한 대북 압박, 미국의 전술핵 재배치와 자체 핵개발의 전향적인 검토, 대북정책을 둘러싼 국론분열의 극복과 국민통합 등이 시급하다. 또한 국제적 차원에서는 한․미 동맹과 한․미․일 안보협력체제의 강화, 전시작전통제권의 조기 환수 재검토, 중국과 러시아를 통한대북 압박외교의 강화, 유엔을 통한 지속적인 대북제제 등이 효율적으로 추진되어야 한다.

영문 초록

The purpose of this paper is to analyze the threats of North Korea’s 6th nuclear test, and seek the counter-strategies to them. In the pursuit of this purpose, we must have a realistic perception to the North Korean nuclear threat. The 6th nuclear test of North Korea represented 7 times explosive power compare to Hiroshima and the capability of EMP(Electro Magnetic Pulse) attacking. In order to meet with these threats, we must seek to an effective strategies in internal and externall dimension. In domestic dimension we must have a realistic perception to the national security, and pursue a coherent policy toward North Korea. And at the same time we must relocate the US tactical nuclear weapons, and in the long term point of view, need to review our nuclear armament. In international dimension, the most important security strategy is to strengthen the Korea-US alliance and Korea-US-Japan security cooperation. And we must reconsider the transferring wartime operational control from US to Korea. Our diplomacy toward the United Nations for sanctions against North Korea is also important, and need to strengthen security cooperation with China and Russia.
