국문 초록

본 논문은 경제제재와 경제지원(혹은 개발협력)으로 요약되는 국제사회의 대북 경제외교술을 탐색한다. 최고 강도의 대북제재에도 불구하고현재까지 지속되고 있는 북한개발협력의 특징들을 분석한 결과 대북제재 유지 단계에서의 북한개발협력방안은 북유럽 공여국들의 역할 확대, 국제기구와 민간단체 적극 활용 및 기존 지원분야 중 세부 분야의 다양화 등으로 요약된다. 다만, 이 단계에서 유엔의 대북제재가 최소한 2016 년 수준으로 완화되어야 할 것임을 서술한다. 대북제재의 본격적인 완화 단계로서 유엔의 대북제재가 2013년 수준이 된다면, 북한개발협력추진 전략은 민관협력을 통한 북한의 지속가능발전 역량 강화를 제안할수 있다. 최종 제재 해제 단계에서는 정상적인 금융거래를 바탕으로 한민간주도의 대규모 개발협력 추진이 가능할 것으로 전망한다. 연구 결론에서는 국제사회의 대북제재를 고정된 개발협력의 환경으로 다루고있는 본 연구의 한계를 보완하기 위해 대북제재와 개발협력의 변동을복합적으로 다룰 수 있는 추후 연구를 제안한다.

영문 초록

Economic sanctions and economic cooperation have been applied together or separately as diplomatic tools for peace in the world. The international community has responded to North Korea's threats with these instruments of statecraft for peace on the Korean Peninsula since the early 1990s. This paper explore ways to promote North Korea's development cooperation (positive incentives) under economic sanctions (negative incentives) against North Korea. As a result, the proposed development cooperation measures while maintaining sanctions are to expand the role of the Northern European donors, to actively use international organizations and INGOs, and to expand and diversify the existing areas of assistance. Second, under the process of relieving sanctions, the paper suggests strengthening North Korea’s capability for development through cooperation between the public and non-public sectors. At the final phase of lifting sanctions, the paper recommends the promotion of large-scale, privately driven development cooperation based on normal financial transactions.
