문재인 정부의 외교안보정책 평가

국문 초록

본 연구의 목적은 문재인 정부 하의 외교안보정책을 북핵문제와 한미관계에 초점을 두어 그 과정과 성과를 평가하고자 하는 것이다. 동북아 안보환경은 김정은 정권의 미사일발사 실험, 핵실험 등 군사적 위협이 고조되면서 불안정한 상황이 되었다. 또한 북한의 도발에 대응하는트럼프 행정부의 ‘미국우선주의,’ ‘힘을 통한 평화’라는 대외정책은 한반도 안보질서를 더욱 불안정하게 만들었다. 이러한 시기에 집권한 문재인 대통령이 당면한 외교안보적 차원의 과제는 북핵문제 해결을 통해한반도의 안정과 평화를 확보하는 것이었다. 이는 한미동맹을 축으로하는 한미관계의 변화를 재정립하는 것과 연계된 문제였다. 문재인 정부는 반도의 군사적 긴장완화, 북한의 비핵화 유도, 북미간 협상 재개등을 위해 외교적 노력을 경주하였다. 그 결과 한반도 군사적 긴장완화, 남북정상회담 개최, 북미정상회담 주선 등의 성과를 거두었다. 그러나 문재인 정부는 북핵문제 해결에 있어 ‘비핵화, 후제재완화(후체제보장)’이라는 미국과 국제사회의 공조전략에서 벗어나, 북한의 ’행동 대행동‘의 동시적 해결에 동조하는 방향으로 선회하였다. 그 결과 북의 비핵화와 관련한 국제적 공조가 약화되었고, 오히려 북미관계의 변화에더욱 의존적일 수밖에 없는 결과를 초래하였다. 북한이 기존의 핵물질과 핵무기를 폐기하지 않고 핵보유국으로서의 지위를 유지하겠다는 전략을 포기하지 않고 있어 북미간 북핵 문제 해결에 큰 진전을 기대하기어려운 상황이다. 특히 북한이 대미협상력을 높이기 위해 중국과의 관계를 강화함으로써 향후 북핵 문제 해결은 북미관계 뿐만 아니라 미중관계에 영향을 받게 되었다. 문재인 정부로서는 미국뿐만 아니라, 중국, 일본, 러시아, EU 등 국제사회와의 공조를 강화하는 다각적인 외교노력이 필요하다.

영문 초록

This study aims at assessing the process and performance of foreign and security policies under the Moon Jae-in government with a focus on the North-Korean Nuclear Issue and the Korea-U. S. relationship. Northeastern Asian security environment has been unstable as missile launch and nuclear tests by the Kim Jung-un regime escalate the military threats in the region. Moreover, “America First” and “Peace through Power” foreign policies of the Trump administration of the United States have heightened the instability of Northeast Asia’s security order. The diplomatic and national security tasks of President Moon Jae-in who held the reins in these years are to confirm stability and peace on the Korean Peninsula by solving the North Korean nuclear issues. This problem is connected with reestablishing changes in Korean-American relations on the basis of the R.O.K-U.S. alliance. The Moon government has made diplomatic efforts for defusing military tension on the Korean Peninsula, inducing denuclearization of North Korea and restarting negotiations between North Korea and the United States of America. As a result, he has eased military tension on the peninsula, held a summit with the North Korean leader and arranged the North Korea and U.S. summit talk. The Moon government, however, has turned its direction in solving North Korean nuclear issues to North Korea’s ‘action for action’ simultaneous solutions from the international cooperation with U.S. and global community for ‘easing sanctions after denuclearization’ strategies. Consequently, the international cooperation concerning the denuclearization of Democratic People’s Republic of Korea has been weakened and the government has to be more dependent on changes of DPRK and US relations. As North Korea keeps the strategy of maintaining the status of a nuclear-weapon state by not abolishing existing nuclear material and weapons, it is not easy to expect a great progress in solving North Korean nuclear issues between North Korea and America. Especially, since North Korea has strengthened the tie with China to enhance its bargaining power with the United States, the solution of North Korean nuclear issues will be affected by US-Chinese relations as well as DPRK-US relations. Moon Jae-in government needs to exert multilateral diplomatic efforts to consolidate cooperation with not only the United States, but international society including China, Japan, Russia, and EU as well.
