중국 핵전략 변화의 군사적 함의 고찰

국문 초록

최근 중국 정부는 신중국 건국 70주년 기념일을 맞이하여 역대 최대규모의 열병식을 개최했고 첨단 핵전력들을 선보이며 중화민족의 부흥과군사굴기를 대외적으로 과시했다. 중국은 1964년 핵개발에 성공한 이후‘핵 선제불사용 원칙(No-first use)’을 표방하며 전통적인 ‘최소억제(Minimum deterrence)’ 핵전략을 유지해왔다. 하지만 2012년 시진핑체제의 등장 이후, 강력한국방개혁을 추진하고 있으며, 미국의패권에 효과적으로 대응하기 위해 공세적인 ‘제한억제(Limited deterrence)’ 개념의핵전략을 추진하고 있다. 특히 중국은 동아시아 지역에 대한 미국의군사력 투사를 거부하기 위해 재래식 억제전략에 기반한 ‘적극방어’ 및‘반접근/지역거부’ 전략을 추진하고 있다. 또한 경제적․군사적 영향력을바탕으로 ‘일대일로(One belt, One road)’ 정책과 연계하여 해외 군사기지를 확충하고 있다. 한편 2015년 12월 핵무기 전담 운용부대인 제2포병을 확대 및 개편하여 로켓군을 창설함으로써 핵전력의 현대화를추진하고 있으며, 핵억지․핵반격 능력과 원거리 정밀타격 능력을 획기적으로 향상시켰다. 본 연구에서는 핵확산 및 핵전략 관련 이론을 바탕으로 최근 중국의 핵전략 변화와 핵전력 증강 현황을 분석하였고, 중국의핵전략 변화가 동북아와 한반도의 안보, 북한의 핵전략과 비핵화에 미칠영향을 중심으로 군사적 함의를 고찰하였다.

영문 초록

Since its success in nuclear development in 1964, China has maintained its traditional ‘minimum deterrence’ nuclear strategy, advocating no-first use of nuclear. Since the emergence of the Xi Jinping regime in 2012, however, the government has presented a so-called ‘China dream of becoming a first-rate country’ as a national vision, pushed for strong defense reform, and pushed for a nuclear strategy with the offensive ‘limited deterrence’ concept to effectively counter U.S. hegemony. Meanwhile, by activating the PLA Rocket Force in December 2015 by expanding and reorganizing the Second Artillery Corps dedicated exclusively to nuclear weapons, the military is pushing for the modernization of nuclear forces, and has dramatically improved its nuclear deterrence and nuclear counterattack capabilities and its ability to strike far-range precision strikes. Based on the theory related to nuclear proliferation and nuclear strategy, this study analyzed recent changes in China's nuclear strategy and the buildup of nuclear power, and considered military implications based on the impact of changes in China's nuclear strategy on security in Northeast Asia and the Korean Peninsula, and on North Korea's nuclear strategy and denuclearization.
