국문 초록

INF 조약 파기는 미국과 러시아가 유지해온 핵 군비감축 기조의 후퇴이고 새로운 군비경쟁의 시작이라는 우려를 낳고 있다. 그러나 파기의 더 중요한 이유는 중국의 조약 동참 거부와 아시아 전역을 사정권에두는 중장거리 핵전력의 강력한 구축에 있다. 중국은 서태평양 영향력의 공격적 확보를 통해서 미국의 현상유지전략에 도전하고 있다. 즉, 서태평양은 중국의 현상변경과 미국의 현상유지가 강하게 부딪히는 불안정한 세력구조로 변하는 과정에 있는 것이다. 한국이 처한 딜레마는중국과 러시아에 대해 비교적 자유로웠던 외교, 경제 행보가 위축되고, 역내 INF전력 강화 경쟁은 북한 비핵화의 추동력을 저하시킬 가능성이크다는 점이다. 한국의 정책 방향은 먼저, 미중의 어느 쪽에도 치우치지 않는 ‘호혜적 상호이익’과 ‘공동이익 창출’의 외교적, 경제적 가치규범을 현실화하는 것이다. 둘째, 미국 중거리 미사일의 한국 배치는 반대하되 PrSM의 배치 요청은 허용할 수도 있다. 북한에 대한 신속 정밀타격 능력의 강화 그리고 ATACMS의 대체 과정이 명분이 된다. 셋째, 한미일 안보협력의 축, 중·러와의 전략적 협력동반자관계의 축과함께, 역내 비강대국들과의 협력 관계를 획기적으로 강화해서 미중으로부터 자율성의 폭을 공동으로 넓혀나가야 한다.

영문 초록

U.S. withdrawal from the INF Treaty arouses concerns that the nuclear arms reduction between the US and Russia would be decayed and a new arms races would be arisen. The more serious fact, however, is that China has built a tremendous intermediate nuclear power in the area of Western Pacific while refusing to participate in the treaty. Under this changing strategic situation, that is to say, the increasing conflicts arising from the Chinese challenges against the US hegemony in the Western Pacific, South Korea is to face the crises in its relations with China and Russia as well as negative effects on North Korean denuclearization. What needs for South Korea as of now is, first of all, to pursue policies of ‘mutual interests’ with both the US and China. Secondly, while not accepting the US deploying of any intermediate or middle range missiles, South Korea, in some cases, needs to accept PrSM as a substitute for ATACMS to defend or deter any North Korean attacks. Thirdly, South Korea has to consolidate its relationship with other not-strong countries of the region to expand autonomy in its diplomacy and security.
