국문 초록

본 논문은 평화협정 체결문제와 평화가치 간의 상관성에 대해 다룬논문이다. 평화협정 체결문제는 현 문재인 좌파정권이 들어선 후 문재인 대통령과 집권여당이 지속적으로 주장하고 있는 문제이다. 과연 현단계에서 평화협정 체결문제는 시급히 해결되어야 할 문제인지 지극히의문시 되지 않을 수 없다. 왜냐하면 평화가치는 결과적, 부수적, 상대적 가치로 자유와 인권 및 민주주의와 같은 보편적 가치와 제도에 의해규정될 때 그 의미가 성립될 수 있기 때문이다. 그렇기 때문에 현재 북한정권과 같은 전제적 독재정권이 엄존하는 한 평화협정 논의는 사실상아무런 의미가 없다고 확신한다. 어떻게 정권적 폭력으로 인민의 인권을 유린하고 야만적인 통치를 가하는 북한정권과 평화협정을 체결해야된다고 생각하는지 그 이념적 성향과 대북의식에 매우 우려하지 않을수 없는 것이다. 북한과의 평화협정이 체결되려면 무엇보다도 북한정권이 민주화되어야 한다. 그리고 북한정권 뒤에서 강력한 후원자 역할을하고 있는 중국 공산당 독재체제 역시 민주화되어야 한다. 그렇지 않고남북한 간의 평화협정 체결문제는 무의미하다는 것이 필자의 생각이다.

영문 초록

This paper deals with the correlation between the issue of signing a peace agreement and the value of peace. The issue of signing a peace treaty is an issue that President Moon Jae-in and the ruling party have been continuously insisting after the current left-wing regime, Moon Jae-in, took office. At this stage, the question of whether the issue of signing a peace treaty is an issue that needs to be resolved urgently cannot but be questioned. This is because the meaning of peace can be established when it is defined by universal values and institutions such as freedom, human rights and democracy as consequential, incidental, and relative values. Therefore, I am convinced that discussions on a peace agreement are virtually meaningless as long as a tyrannical dictatorship such as the current North Korean regime exists. We cannot help but be very concerned about their ideological tendencies and their awareness of how they think a peace treaty should be concluded with the North Korean regime, which infringes on the human rights of the people through regime violence and imposes barbaric rule. For a peace treaty with North Korea to be signed, the North Korean regime must first of all be democratized. And the dictatorship of the Chinese Communist Party, which is a strong supporter behind the North Korean regime, must also be democratized. Otherwise, it is my opinion that the issue of signing a peace treaty between the two Koreas is meaningless.
