국문 초록

본 논문은 평화협정 체결의 전제조건과 우리 정부의 대응전략에 관한 내용이다. 현재 남북한을 둘러싸고 있는 안보지형은 여전히 불투명한 상황에 놓여 있다고 해도 과언이 아니다. 북한정권은 전제적 독재정권이다. 더구나 대한민국을 표적으로 하는 핵무기를 다수 보유하고 있음으로 해서 불안정성이 고조되고 있다. 나아가 문재인 좌파정권의 대북유화정책으로 인해 분단이 고착화되고 자유민주주의체제가 혼돈의 도가니 상태에 놓여 있다. 마지막으로 중국 공산당체제의 엄존으로 인해한반도의 안보정세는 사상유례없는 위기적 국면에 놓여 있다. 이런 상황에서 현 정권은 평화협정 체결을 서두르고 있다. 심히 우려되는 문제가 아닐 수 없다. 평화협정 체결의 전제조건으로 첫째, 북한체제의 민주화는 필수적이고 둘째, 주변국가 특히 중국 공산당 독재정권의 민주화로의 전환이 필요하고 셋째, 한국내의 평화가치에 대한 광범위한 공감대 형성이 필요하다. 향후 있을 수 있는 평화협정 체결문제를 해결하기 위해 우리 정부의 대응전략으로 첫째, 평화가치에 대한 확고한 신념체계가 필요하고 둘째, 대한민국 체제의 건강성을 위해 노력해야 하고마지막으로 한미동맹체제를 강화해야 할 것이다.

영문 초록

This paper is about the prerequisites for the conclusion of a peace agreement and the Korean government's response strategy. It is no exaggeration to say that the security landscape surrounding the two Koreas is still in an uncertain situation. The North Korean regime is a tyrannical dictatorship. Moreover, the instability is heightened by the fact that it possesses a large number of nuclear weapons targeting the Republic of Korea. Furthermore, due to the Moon Jae-in regime's conciliation policy toward North Korea, division has become entrenched and the liberal democracy system is in a state of chaos. Lastly, the security situation on the Korean Peninsula is in an unprecedented crisis phase due to the seriousness of the Chinese Communist Party system. Under this circumstance, the current administration is hastening to conclude a peace treaty. It can be a very worrisome issue. As a prerequisite for the conclusion of a peace agreement, first, democratization of the North Korean system is essential; second, it is necessary to transform the neighboring countries, especially the dictatorship of the Chinese Communist Party, to democratization; and third, it is necessary to form a broad consensus on the value of peace in Korea. As a response strategy for the Korean government to resolve the possible future peace agreement signing problem, first, a firm belief system on the value of peace is necessary; second, efforts should be made for the health of the Korean system; and lastly, the ROK-U.S. alliance should be strengthened.
