국문 초록

미중 양국은 올해 각각 「미국 혁신경쟁법(USICA)」과 「제14차 5개년 규획」 등 국가발전방안을 마련하였다. 이들 규범은 미중 갈등에 따른 디커플링 심화, 그리고 코로나19라는 글로벌 위기에 대응하기 위해 공급망 정책의 기본 방향을 제시하고 있는바, 향후 미중 간 전략적 경쟁이 공급망 경쟁의 측면에서 가속화 · 장기화될 것으로전망된다. 특히 양국은 첨단과학기술분야가 전략적 경쟁의 핵심이 될 것이라고 인식하고 있으며, 그에 따라 공급망 전반으로 경쟁을 확대하기보다는 첨단기술분야에서공급망 재편에 방점을 두고 있다. 미국과 중국이 자국 주도의 글로벌 공급망을 구축하기 위해 경쟁할 경우, 주변국들의 산업환경에 적지 않은 변화를 초래할 것이다. 이러한 변화는 기회와 도전이라는 양면성을 가지고 있다. 우리 정부는 미중 간 공급망경쟁이 우리의 산업환경에 미치는 영향 관계를 면밀하게 분석하여 국익에 기초한전략적 대응이 필요할 것으로 판단된다. 먼저 우리의 핵심 공급망을 점검하여 대외경제의 불확실성 속에서도 다원화되고 안정적인 공급망 정책을 수립하여야 한다. 또한 현정부가 추진하고 있는 신남방정책을 꾸준히 보완하고 수정하여 기존 강대국 중심의 이익구조를 다원화할 수 있도록 노력해야 한다. 이와 함께 글로벌 공급망이 재편되는 과정에서 우리가 비교우위를 가지고 있는 반도체 부문을 적극 육성하고, 글로벌 반도체 공급망을 주도하기 위한 정부 차원의 다각적 지원이 필요할 것으로 판단된다.

영문 초록

The purpose of the report is to analyze the intensifying competition between the U.S. and China since the launch of the Biden administration in terms of supply chain competition and to present policy suggestions from the Korean government due to intensifying competition between the two countries. In 2021, the U.S. and China have been seeking internal and external countermeasures against decoupling, such as enhancing domestic production capacity and strengthening cooperation with the international community, and global supply chain competition is expected to begin in earnest from 2022. The two countries recognize that the high-tech field will be the core of strategic competition, and accordingly, rather than expanding competition across the supply chain, the focus is on reorganizing the supply chain in the high-tech field. If the U.S. and China compete to build their own global supply chain, it will lead to significant changes in the industrial environment of neighboring countries. The Korean government is expected to need a strategic response based on the national interest by closely analyzing the impact of supply chain competition between the U.S. and China on our industrial environment.
