지방교육재정교부금법의 국가 재원 확보 변천과정과 쟁점 분석

국문 초록

최근 학령인구가 감소함에 따라 지방교육재정의 적정한 규모를 둘러싸고 논란이 많다. 본 연구는 지방교육재정교부금에 대한 국가의 재원 확보를 중심으로 교부금법의 변천과정과 그 과정에서의 쟁점을 충족성과 안정성 측면에서 분석했다. 본 연구를 위해 지방교육재정교부금법의 제·개정과 관련한 자료로 국회회의록, 정부 자료, 관련 선행연구를 수집해 분석했다. 분석 결과, 첫째 지방교육재정교부금법은 중학교 의무교육을 완성하고, 유아교육과 고등학교의 무상교육을 도입하기 위한 재원 확보 방법을 규정했다는 측면에서 교육재정의 충족성과 안정성을 확보해왔다는 점을 알 수 있었다. 다만 유아교육과 고등학교 무상교육의 재원을 확보하는 방안이 모두 한시적이라는 점에서 향후 교부금법에 재정의 확보방안을 규정해 안정성을 기해야 한다. 둘째, 지방교육재정의 수요에 대한 분석을 통해 충족성과 안정성 측면에서 교부금의 적정규모에 대해 탐색할 필요가 높다. 학생수 급감으로 인한 환경 변화와 교부금 규모의 적정성을 둘러싸고 지방교육재정교부금에 대해 논란을 거듭하고 있다. 예산당국은 오랫동안 학생수 감소로 교부금을 삭감해야 한다고 주장해 왔으며, 최근에는 내국세 감소분을 보전하지 않음으로써 교부금을 실제 삭감했다. 셋째, 교부금의 종류와 재원 확보 방법 등 교부금제도의 개편을 모색해야 한다. 보수교부금 도입 등 다양한 방안에 대해 논의할 필요가 있다. 지방교육재정의 수요와 연계하는 교부금제도 개편 방안을 만들어야 한다.

영문 초록

The study analyzed the whole changes and issues of the Local Education Finance Grant Act in terms of sufficiency and stability of Local Education Financial Grant which was secured by the central government. The study collected and analyzed the minutes of the National Assembly meetings, government data, and related prior research related to the enactment and revision of the Local Education Finance Grant Act. The findings were as follows: first, the Local Education Financial Grant Act tried to secure the sufficiency and stability of education finance in terms of securing financial resources to complete compulsory middle school education and introduce free education for early childhood education and upper secondary education. However, since the measures to secure financial resources for early childhood education and free high school education are both temporary, it is necessary to ensure the sufficiency and stability by stipulating a method for securing finance in the Grant Act. Second, it is highly recommended to estimate the appropriate size of Local Education Finance Grants through analysis of the demand for local education finance. The Local Education Financial Grant Act is subject to controversy over environmental changes due to a sharp drop in the number of students and the appropriateness of the subsidy size. Third, it is also necessary to design methods of securing financial resources such as Grant for teachers’ salaries and allowances in the future.
