일본에서 탈성장론의 확산과 그 의의

국문 초록

일본 경제의 장기불황을 극복하기 위해 실시되고 있는 아베노믹스가 소기의 목적을 달성하고 못하고, 세계경제가 일본과 유사해지는 구조적 대불황 상태로 돌입하면서 일본에서는 탈성장론이 확산되고 있다. 이 논문의 목적은 이 논의의 등장 과정과 주요 내용을 정리하고 향후의 방향을 전망해 보는 데 있다. 탈성장론은 반성장론과 달리 성장 그 자체를 부정하는 것은 아니다. 그러나 일본 경제가 더 이상 성장하기 어려운 ‘정상 상태(stationary state)’에 돌입했으며, 그 상태에서는 전통적인 성장정책이 가능하지 않을 뿐만 아니라 부작용만 심각해진다고 주장한다. 탈성장론자들은 성장 없이도 일본 경제의 주요 과제, 즉 복지, 재정, 고령화 문제 등을 해결할 수 있다고 본다. 또한 성장을 위한 원자력발전도 폐기되어야 한다고 주장한다. 그런데 이것이 가능하기 위해서는 지금까지의 저부담·저복지 사회에서 고부담·고복지 사회로 전환되어야 하고, 이는 결국 소비세 인상으로 귀결된다. 향후 이 문제를 둘러싼 논의가 본격화될 것으로 전망된다. 한편 생활양식의 변화, 즉 장시간 노동·고소득보다는 좀 더 많은 여가·적당한 소득을 추구하려는 양상은 개개인의 의식에 광범하게 수용될 것으로 예상된다.

영문 초록

Abenomics, launched in 2013 to overcome the long-term recession, has not achieved the expected results. The world economy is also entering a ‘secular stagnation’ similar to Japan. Under this circumstance, in Japan, the discussions on the escape from the economic growth has attracted attention. The purpose of this paper is to survey and forecast these discussions. In Japan, the discussion of post-growth has been rapidly spreading in the 2000s, and unlike the former counter-growth, it does not deny the growth itself. However, it is assumed that the Japanese economy has entered a new stage where growth can not be sustained. In such a situation, the argument is that the conventional growth pursuit policy is not only ineffective, but also has side effects. Those who support escape from the economic growth argue that they can solve problems of welfare, finance and aging population without presupposing growth. They also suggest abolishing the nuclear power generation that is needed for growth. In order for these claims to be accepted, Japanese society should be transformed from conventional low burden / low welfare to high-burden / high-welfare society. This discussion is expected to begin in earnest in the future on the issue of the consumption tax increase. On the other hand, the lifestyle of each individual who pursues long-time labor / high income will steadily change to more leisure / appropriate income.
