국문 초록

본 논문은 일본과 한국의 주택공급정책과 빈집정책을 비교분석하여 한국의 빈집정책체계 구축에 참조할 시사점을 얻는데 목적으로 작성되었다. 일본의 초기 뉴타운은 현재 빈집비율이 매우 높은 지역이 되었다. 당초 뉴타운 계획이미흡하고 불완전한 상태에서 다양한 주체에 의해 황급히 추진되었기 때문이다. 뉴타운 개발과 같은 주택공급량이 많아지면 빈집도 증가한다. 그러므로 주택공급정책과 빈집정책을같은 틀에서 추진하는 것이 바람직하다. 한국 빈집정책 체계는 그 관리수단이 정비에 치우쳐 있다. 빈집정책을 제대로 수행하기 위해서는 해외의 다양한 정책사례의 연구를 통하여 추가적인 관리수단의 보완개발이필요하다. 빈집정책은 빈집의 발생 이전에 예방할 수 있는 구조로 추진되는 것이 바람직하다. 그러려면 ①소유자의 빈집관리 태도에 따라 지원과 벌칙을 주는 방안, ②빈집문제에 대한시민단체의 참여를 지원하는 방안, ③다양한 빈집관리수단을 도입하는 방안 등의 연구가필요하다. 또한 재정적으로도 한계가 따르는 공공의 개입은 불가피한 경우에 한정하고, 다양한 주체들이 빈집관리에 나설 수 있는 여건 조성에 힘써야 한다.

영문 초록

The purpose of this paper is to compare the housing supply policy and the vacant house policy in Japan and Korea, and to obtain implications for building the vacant house policy system in Korea. New towns in Japan are currently increasing in number of vacant houses. This was because the new town plan was urgently pursued by various actors in the incomplete and incomplete state. As housing increases, such as new town development, vacant homes increase. Therefore, it is desirable to promote the housing supply policy and the vacant house policy in the same framework. It is desirable that the vacancy policy be implemented in a structure that can be prevented before vacancy occurs. To this end, research on the ①management of the owner s vacant homes should be carried out by providing support and penalties according to the attitude, ②supporting the participation of civic groups in the vacant home problem, and ③introducing various vacant house management measures. In addition, public intervention with financial limitations should be limited to inevitable cases, and efforts should be made to create conditions for various actors to manage their vacant houses.
