고리 원전 1호기의 수명 연장 및 폐로 결정 관련 시민참여 과정 분석

국문 초록

문재인 정부에서 추진되었던 월성 1호기의 폐쇄는 정치적 쟁점으로 부각되며, 사회적 혼란을 불러일으키고 말았다. 심지어는 대통령 선거를 앞둔 시점에서까지 대선 후보들이 탈원전 정책의 철회를 공약으로 내세우면서, 월성 원전 관련 갈등은 차기 정부에서도 해소되지 않을 것으로 예상될 정도이다. 반면에 박근혜 정부에서 진행되었던 고리 1호기의 폐로 과정은 적어도 국가적인 차원에서는 그다지 심각한 논란 없이 원만하게 결정이 내려질 수 있었다. 이에 본 논문은 고리 1호기의 수명 연장 및 폐로 관련 결정 과정을 “시민참여”라는 관점에서 분석하고 있다. 구체적으로는 이러한 연구 목적을 달성하기 위해 아른슈타인의 참여 사다리 모형이 분석틀로 활용되었다. 연구 결과 “수명 연장” 과정에서는 조작 및 처방이라는 ‘참여 결핍’ 수준의 시민참여만이 가능했던 것으로 확인되었다. 반면에 “폐로 결정” 과정에서는 후쿠시마 사고, 정전 사태, 부품 성적서 조작 등의 복합적인 요인들로 인해 고지･협의･회유 단계의 ‘명목 참여’까지 달성되었던 것으로 밝혀졌다. 다만 중앙정부가 결정권을 보유하고 있는 원자력 정책의 특성상 ‘시민 권력’ 수준의 시민참여는 이뤄지지 않았었다. 결론적으로 본 논문에서는 현재 시점에서 잠재적 갈등 요인으로 남아있는 고리 2호기의 수명 연장과 관련해서 시민참여를 강화해야 한다는 단기 및 장기의 정책적 함의가 제시될 수 있었다.

영문 초록

The shut-down of the Wolsong-1 nuclear power plant in the Moon Jae-in administration has become a political controversy and provoked serious social conflict. Moreover, major presidential candidates for the next term suggests the withdrawal of the phase-out policy in this government as an election pledge. Eventually, the conflict on the Wolsong-1 nuclear power plant is anticipated to continue even in the next administration. On the contrary, the decommissioning of the Kori-1 nuclear power plant was decided smoothly by the Park Geun-hye Administration, especially without much controversy at the national level. Therefore, this study aims to analyze the process for the life extension and decommissioning of the Kori-1 nuclear power plant from the viewpoint of citizen participation. Concretely, the Arnstein’s ladder model is applied to attain the goal of this study. As a result of the analysis, the level of nonparticipation was identified during the process of the life extension in 2007. On the other hand, the participatory level of tokenism was adopted during the process of decommissioning. In other words, the steps of informing, consultation, and placation had been utilized from 2011 to 2015. During this period, several events such as the Fukushima accident, the black out in Kori-1, and the counterfeit corruption widened the nuclear community from the Gijang county to the Busan metropolitan city. However, the participatory level of citizen power was not realized owing to the unique feature of nuclear energy policy which the central government possesses the decision-making right for. In conclusion, this study suggests that the government should strengthen the citizen participation up to the level of active tokenism with regard to the next life extension process for the Kori-2 nuclear power plant.
