국문 초록

중앙선거관리위원회는 A-WEB 창설을 제안한지 2년 4개월 만에 창립총회를 개최하고 대한민국에 사무처를 유치하였다. A-WEB을 창설하고 사무처를 대한민국에 유치할 수 있었던 요인은 다양하지만 이 글에서는 신자유주의와 구성주의 관점에서 기술한다. 신자유주의는 모든 국가는 상호 이익을 추구하기 위해 국제기구를 설립한다고 본다. A-WEB 창설과정에서 관련 당사자들도 역시 자국의 이익을 추구하였다. 대한민국은 국제사회에서 중견국가로서 선진국과 개발도상국의 가교 역할을 하여 정치, 경제, 사회, 문화적 이익을 추구하고자 하였다. 선거 관련 국제기구는 선거기관들이 주체가 되어 후발 민주국가의 선거를 지원하고 정치발전을 추진함으로써 자신들의 부담을 덜 수 있기를 희망한다. 후발 민주국가는 A-WEB으로부터 선거관리시스템을 지원받고 자국의 선거가 자유롭고 공정한 선거가 되도록 개선하고자 한다. 특히 후발 민주국가는 자신들과 같은 처지에 있었던 대한민국의 정치발전 경험을 배우길 원하였다. 구성주의적 관점에서 A-WEB 창설은 국제적인 협력의 모델이라고 볼 수 있다. 전 세계 선거기관들의 이익이 각각 다름에도 불구하고 협력과 합의를 이끌 수 있었던 이유는 첫째, 세계 각국의 선거기관들이 주체가 되는 국제기구의 필요성에 대하여 공감하였기 때문이다. 둘째, 후발 민주국가의 선거기관들은 대한민국의 정치발전 경험을 공유하고 싶어 했다. 셋째, 정치적인 발전과 경제적 성장, 국제무대에서 활약, 한류 문화의 전파가 종합적으로 대한민국의 위상을 높였다. 이렇게 높아진 위상 덕분에 우리 중앙선거관리위원회가 제안한 A-WEB 창설이 수용될 수 있었다.

영문 초록

The National Election Commission(NEC) has established the Association of World Election Bodies(A-WEB) and hosted the Secretariat Office in Oct. 14, 2013 after the NEC suggested the establishment of the A-WEB in June 2011. This article analyzes the establishment and success factors of the A-WEB on the basis of constructive theory and new liberalism. According to new liberalism, each country establishes international organizations to seek mutual-interests. Stake-holders has also pursued self-interests in establishing the A-WEB. The Republic of Korea(ROK), as a middle power country, has sought political, economic, social and cultural interests in building a bridge between advanced democracies and young democracies. Election-related international institutes have expected to reduce their burdens in that the A-WEB could support electoral management and political development of young democracies. Young democracies have hoped that the A-WEB could improve their election management system and free and fair election would be realized in their countries. Particularly young democracies wanted to learn political development from ROK which had been the same as their situation . The establishment of the A-WEB could be regarded as a representative model of international cooperation on the basis of constructive theory. Even though the electoral bodies interests are different from each other in the world, the reasons which cooperation and consensus could be drawn are as follows. First, election related organizations are sympathy with the necessity of the A-WEB. Second, young democracies election bodies wanted to learn the political development experience of the ROK. Third, the ROK has grown in stature around the world because of political development, economic growth, K-culture and international players activity. The proposal of the NEC could be accepted thanks to the grown stature of the ROK in the global society.
