대학의 역할변화에 따른 기업가형 대학과 대학 창업생태계에 관한 연구

국문 초록

본 연구는 대학이 급변하고 있는 대내외 환경하에서 대학의 역할변화와 기업가형 대학으로의 전환 필요성에 대하여 설명하였다. 과거 대학은 교육과 연구를 위한 역할에 집중하였으나, 1980년대 이후부터 국가 경제에 이바지하기 위해 인재를 시장에 공급하거나 과학기술분야의 연구성과를 사업화하여 국가가 기술 패권의 우위를 점할 수 있도록 지원하는 역할이 중요해졌다. 시대적 요구에 맞춰 대학의 역할변화를 적극적으로 수행하고 대학에 기업가정신을 접목한 대학을 기업가형 대학 (Entrepreneurial University)으로 정의하고, 미국을 중심으로 전 세계의 명문 대학이 국가적 사명과 대학의 생존을 위해 적극적으로 기업가형 대학의 활동을 수행하고 있다. 주요한 사례로서 4차산업 시대에 국가가 기술적으로 앞서는 데 이바지한 미국의 스탠퍼드대학교, 중국의 정부 주도 기술적 성장을 성취하는데 주요한 역할을 맡고 있는 칭화대학교, 대학의 사회적 역할에 소임을 다하고 있는 한국의 한양대학교, 대학비전을 가치 창출 대학으로 정의하고 기업가형 대학으로 앞서나가고자 하는 한국의 카이스트 사례를 통해 기업가형 대학의 역할과 성과에 대하여 설명하였다. 기업가형 대학은 국가적 요구에 부응하면서 시대가 요구하는 방향으로 변화하며 진화해 왔다. 향후 대학을 둘러싼 환경은 과거와는 다른 양상으로 변화될 가능성이 크다. 경제 패권을 둘러싼 정치·경제 환경, 4차산업 기술 선점을 위한 국가 차원의 경쟁, 코로나19 팬데믹 이후의 교육 환경 변화에 따라 국내·외 고등교육 환경의 변동성이 클 것으로 예상되지만 국내 대학의 선택지는 다양하지 못하다. 결국 기업가형 대학으로의 변화는 생존을 위한 필수 선택사항이 될 가능성이 크다. 본 논문에서는 대학이 기업가형 대학으로 변화하기 위한 실천적 방향과 정부의 정책적 지원방안에 대하여 구체적으로 제언하였다.

영문 초록

This study explains the need of changes in the role of universities and the neccesity of transition to an entrepreneurial university in the rapidly changing internal and external environment. In the past, universities focused on roles for education and research. However, since the 1980s, the role of supplying human resources to contribute to the national economy or commercializing research results in science and technology fields to support the country to gain the upper hand in technological hegemony has become more important. Entrepreneurial University is defined as a university that actively changed the role of the university in line with the needs of the times and grafted entrepreneurship into the university. Prestigious universities around the world centered on the United States are actively pursuing entrepreneurial universities for their national mission and survival of the university. As a major example, Stanford University in the United States which has contributed to the technological advancement of the country in the era of the Fourth Industrial Revolution, Tsinghua University which plays a major role in achieving government-led technological growth in China, Hanyang University in Korea which is fulfilling its role in the university s social role, and KAIST in Korea which defined the university s vision as a value-creating university and wanted to take the lead as an entrepreneurial university explains the role and performance of the entrepreneurial university. Entrepreneurial universities have evolved and changed in the direction that meets the demands of times, and also responding to national needs. The environment surrounding universities in the future is highly likely to change in a different way than in the past. Due to the political and economic environment surrounding economic hegemony, competition at the national level to preoccupy the fourth industrial technology, and changes in the educational environment after the COVID-19 pandemic, it is expected that the domestic and foreign higher education environment will fluctuate greatly, not diverse Ultimately. So the change to an entrepreneurial university is highly likely to become an essential option for survival. In this paper, the practical direction for universities to become an entrepreneurial university and the government s policy support plans are specifically suggested.
