사회-기술 전환이론 관점의 취약계층 심신치유를 위한 케어팜 운영전략

국문 초록

최근 치유농업은 현대인의 불안, 우울, 스트레스 등의 문제를 자연을 통해 대상 자의 신체적·정신적 건강 증진 및 재활 등을 목표로 발전되고 있다. 더욱이 치유농 업은 농업과 복지의 융복합 서비스로 발전하면서 고령인구나 취약계층에게 복지서 비스 제공의 사회적 서비스로 자리잡아가고 있다. 이에 농업체험 중심의 케어팜 역 할을 넘어 치유와 복지서비스를 제공하는 새로운 비즈니스 모델 구축과 케어팜 운 영 전략에 대한 본격적인 논의가 필요하다. 본 연구의 목적은 취약계층의 심신치유 를 목적으로 하는 케어팜 그린비네 사례를 분석하여 농업과 복지의 연계를 통한 치 유농업 발전 방향을 모색하고자 한다. 이를 위해 사회-기술 전환이론의 다층적 관 점을 기반하여 미시-중간-거시 단계별로 그린비네 사례를 분석하였다. 분석 결과 그린비네의 취약계층을 위한 심신치유 사업의 성공은 미시단계에서 효과적인 프로 그램 제공으로 이용자들의 높은 만족도와 재활 계기의 제공에서 나타남을 확인했 다. 중간단계에서는 전문적인 농사와 복지 전문 인력들의 상호 보완적인 융복합 활 동은 물론 지역 사업 및 활동과 연계한 다양하고 확대된 치유활동의 특징이 나타났 다. 마지막으로 거시단계에서는 사회 복지 서비스의 역할에 따라 정부와 다양한 이 해관계자 조직과의 신뢰와 유기적인 협조 관계 구축을 통해 사업을 성공적으로 이 끌어 나가고 있음을 살펴볼 수 있었다. 결과적으로 본 연구는 치유농업을 이끄는 케어팜들을 위해 사회 취약계층을 위한 복지서비스 강화 사업의 추진에 대한 구체 적인 전략적 시사점을 제시한다.

영문 초록

Recently, healing agriculture is developing problems such as anxiety, depression, and stress of modern people with the goal of promoting and rehabilitating the subject s physical and mental health through nature. Moreover, as healing agriculture develops into a convergence service between agriculture and welfare, it is becoming a social service for providing welfare services to the elderly and the vulnerable. Therefore, it is necessary to go beyond the role of a care farm centered on agricultural experience and to establish a new business model that provides healing and welfare services and discuss the strategy of operating a care farm in earnest. Against this background, the purpose of this study is to explore the direction of development of healing agriculture through the linkage between agriculture and welfare by analyzing the case of Care Farm Greenvine for the purpose of mental and physical healing of the vulnerable. To this end, based on the multi-layered perspective of the social system transition theory, the case of Greenvine was analyzed for each micro-medium-macroscopic stage. As a result of the analysis, it was confirmed that the success of Greenvine s mental and physical healing project for the vulnerable appeared in the provision of high satisfaction and rehabilitation opportunities for users by providing effective programs in the micro-stage. In the intermediate stage, the characteristics of various and expanded healing activities linked to local projects and activities as well as complementary convergence activities of professional farming and welfare professionals were shown. Finally, in the macroscopic stage, it was seen that the project was successfully leading through the establishment of trust and organic cooperation relationships between the government and various stakeholder organizations according to the role of social welfare services. As a result, this study presents specific strategic implications for promoting welfare service reinforcement projects for the socially vulnerable for care farms that lead healing agriculture.
