Revisiting Aid Effectiveness in Africa: A Quantitative Analysis of Economic Inequality, ODA, and Growth

국문 초록

연구목적: 본 연구에서는 아프리카의 성장에 미치는 공적개발원조의 영향을 분석하여 원조 효과성 논의를 재조명해보고자 한다. 본 연구의 주요 목적은 통계분석을 통해 경제 불평등, 공적개발원조, 경제성장 간의 상관관계를 분석하는 것이다. 연구의 중요성: 경제 불평등, 공적개발원조, 경제성장간의 상관관계 분석을 위하여 본 연구는 38개 사하라이남 아프리카 국가들의 정치 경제 데이터를 2000년부터 2015년까지 분석하였다. 아프리카의 경제불평등과 경제성장간의 상관관계에 대해서는 지금까지 많은 연구가 이루어졌다. 그러나 공적개발원조가 경제불평등과 경제성장간의 상관관계에 어떠한 영향을 미치는지에 대해서 다룬 연구는 매우 제한적이다. 따라서 본 연구는 경제적 불평등, 공적개발원조, 경제 성장이라는 3가지 변수의 상호작용 및 상관관계를 다루고 있다는 데 매우 큰 연구의 의의가 있다. 연구방법론: 경제불평등, 성장 및 ODA의 상관관계를 알아보기 위해 우리는 통계분석 방법론을 사용하여38개 사하라이남 아프리카 국가의 데이터를 분석했다. 본 연구에서는 횡단면 데이터와 시계열 데이터를 사용했으며 표본집단의 이질성을 통제하기 위해 고정효과모형을 사용했다. 연구결과: 분석결과 사하라 이남 아프리카에서 경제적 불평등이 상승할수록 경제 성장은 낮아지는 것으로 나타났다. 그러나 경제적 불평등과 경제 성장간의 부정적 상관관계는 공적개발원조에 의해서 약화되는 것으로 나타났다. 결론 및 시사점: 이러한 결과는 공적개발원조가 간접적으로 경제적 불평등의 부정적인 요인들을 완화시켜주어 경제 성장에 도움을 줄 수 있다는 것을 의미한다고 하겠다. 또한 본 연구의 결과는 그동안 원조가 아프리카지역의 발전에 도움이 되지 않는다는 주장에 반하는 증거로 제시될 수 있다고 하겠다.

영문 초록

Purpose: This study revisits the question of aid effectiveness by investigating how aid affects growth in Africa. The main purpose of this study is to examine the relations amongst economic inequality, ODA, and growth through a quantitative analysis. Originality: Through a panel data analysis including 38 sub-Saharan African countries from 2000 to 2015, we examined the relations amongst economic inequality, ODA, and growth. The relations between economic inequality and economic growth in Africa has been widely discussed. Yet very few studies have discussed the interactive impact of ODA on the relations between inequality and growth in Africa. Methodology: This study posits that economic inequality hinders economic growth in sub-Saharan African countries. We also hypothesize that the negative effect of economic inequality on economic growth is mitigated by ODA. To test these hypotheses, we analyzed data from 38 sub-Saharan African countries from 2000 to 2015. Our dataset is time-series cross-sectional (TSCS). For an empirical specification to test our hypotheses, we use fixed effect models to control heterogeneity across countries in our sample. Result: This study finds that economic inequality hinders economic growth in many countries in Africa, but the negative effect of economic inequality on economic growth is mitigated by ODA. Conclusions and Implication: Themainresult suggests that ODA has some positive impact in the process of economic growth in sub-Saharan Africa by reducing the negative impact of inequality on growth. It also implies that it would be hasty to jump to the conclusion that foreign aid is harmful to the process of development in the region.
