Protecting the rights of persons with disabilities, creating special job positions based on their needs and abilities, improving education and skills, increasing employment and reducing poverty are reflected in long-term and short-term policy documents such as the UN Convention on the Rights of Persons with Disabilities, the Realization of the Rights of Persons with Disabilities in Asia-Pacific Region, the Incheon Strategy (2013~2022) and the State Policy on Population Development of Mongolia. In Mongolia, the Law on the Rights of Persons with Disabilities (2016), the Labor Law of Mongolia (1999) and related laws and regulations regulate the employment of persons with disabilities. (The Labor Law was amended in July 2021 and came into force on the first day of 2022, and this new law includes a provision to support the employment of persons with disabilities) According to the General Office of Social Insurance (GOSI), the number of disabled people paying social insurance premiums increased from 7 833 in 2018 to 9 179 in 2019. In terms of age groups of the disabled people who are employed, the highest employment rate occurs before retirement, at the age of 50-54 for women and 55-59 for men, while the lowest for those aged 20-24 and over 65. It is common for disabled people to work as teachers, specialists, health professionals, business administrators and managers. According to the General Office of Social Insurance, the total number of companies and organizations in Mongolia with 25 or more employees was 7 766 in 2019, of which 3,423 has employed the people with disabilities, which accounted for 26.4 percent of the total number of possible employment for the people with disabilities. If all companies and organizations with 25 or more employees had implemented Article 111.1 of the Labor Law (1999) in 2019, 24 322 persons with disabilities would have been able to be employed.
