남북한의 SLBM 비교와 한국의 대응과제

국문 초록

남북한은 현재 SLBM경쟁에 돌입하고 있는 양상이다. 한국은 북한의 SLBM 개발에 맞서 한국 독자기술 개발로 잠수함에서 수중 SLBM 시험발사(2021.9.15)를 실시하여 북한보다 1달 먼저 세계에서 7번째로 SLBM 운용국이 되었다. 북한은 잠수함을 대표적인 국가전략무기로 활용하겠다는 의지를 보여 왔으며 미니 SLBM 개발에도 성공했다. 남북한의 SLBM 개발현황을 비교·평가해보면 SLBM 탄두위력과 사정거리에 있어서는 북한이 우위지만 SLBM탑재가 가능한 잠수함의 질적인 수준은 한국이 우위라고 할 수 있다. 북한의 SLBM 위협에 대한 대응전력차원뿐만 아니라 잠재적국의 군사위협 억제를 위해서도 핵추진 잠수함이 필수적인 무기가 될 것으로 판단된다. 종합해보건대 잠수함과 SLBM은 가성비(價性比)가 좋은 무기라 할 수 있다. 우리군은 방위충분성전력 차원에서 핵추진잠수함의 확보와 SLBM의 증강은 물론 이들 전력의 성능향상에도 더욱 힘써 나가야 할 것이다.

영문 초록

The two Koreas are currently entering the SLBM competition. South Korea(the ROK) conducted an underwater SLBM test launch from a submarine (2021.9.15) by developing South Korea s own technology against North Korea s SLBM development, making it the seventh SLBM operator in the world a month earlier than North Korea. North Korea has shown its willingness to use submarines as a representative national strategic weapon and succeeded in developing mini SLBMs. Comparing and evaluating the current status of SLBM development between the two Koreas, North Korea has the upper hand in terms of the warhead power and range of SLBMs, but the ROK has the upper hand in the quality of submarines capable of mounting SLBMs. Nuclear-powered submarines are expected to become essential weapons not only for the level of response to North Korea s SLBM threat but also for suppressing military threats in potential countries. From a comprehensive point of view, submarines and SLBMs can be said to be weapons with good cost-effectiveness. In terms of sufficient defense power, the Korean military should make more efforts to secure nuclear- powered submarines and enhance the performance of SLBMs as well as to improve the performance of these power.
