국문 초록

이 글은 경제위기, 청년실업, 인구감소 환경에서 지역재생에 기여하고 있는 지역창업 추진정책의 형성과정을 정리하여, 양적 성과와 목표 달성뿐만 아니라 현장의 수요를 신속하게 반영할 수 있도록 정책 보완이 필요함을 강조한다. 정치․ 경제·사회적 차원에서 지역재생정책의 중요성이 높아짐에 따라 창업 지원, 혁신지원, 도시재생 지원 정책이 실시되고, 기업의 공유가치창출 활동을 전개하고 있다. 이런 다양한 지원을 바탕으로 1인창업, 지역창업, 소셜벤처 등이 진행된 지 5년 정도 지나고 있는데, 특히 중간지원조직 활성화 등 정책 보완이 많이 필요하다. 따라서 이 글에서는 현장에 기반하여 수요를 파악하고, 정부․기업․개인을 능동적으로 연결할 수 있는 중간지원조직 역할과 기능에 대한 고려가 지역재생정책발전을 위해 필수적임을 논증한다.

영문 초록

This article summarizes the formation process of local start-up promotion policies that are contributing to the local regeneration in the times of economic crisis, youth unemployment, and population decline. It emphasizes the need to supplement policies so that not only quantitative achievements and goals can be achieved, but also demands from the field can be adequately satisfied. As the importance of local regeneration policies increases, policies to support startups, innovation, and urban regeneration are being implemented. It has been about five years since single-person and local startups, as well as the social ventures started to appear based on various kinds of supporting policies. In this article, we emphasize that it is important to understand the field-based demand and to consider the role and function of the intermediary support organization that can actively connect the government, companies, and individuals.
