국문 초록

테러리즘의 특징은 불특정 다수를 대상으로 무차별ㆍ동시다발적 공격의 형태를 가지고 있고, 특정 국가와 지역을 초월하여 전세계를 대상으로 전쟁과 같은 두려움을 갖게 하는 범죄라는 것이다. 이 연구는 테러리즘의 공포로부터 시민의 안전을 지키고 나아가 일반범죄를 포함한 범죄예방 활동이 원활히 이루어질 수 있도록 지역사회를 기초로 다양한 방법을 제안 하였다. 특히 연구대상 지역을 충청남도 논산시, 계룡시를 중심으로 한정하여 지역적 특성을 적극적으로 활용하는 방안을 연구하였다. 이 지역은 군 특성화 지역으로 계룡은 육군, 해군, 공군의 3군 본부가 위치해 있고 논산은 육군훈련소와 육군항공학교, 국방대가 위치해 있다. 이처럼 지역사회가 예비군을 포함한 군관련 기관 및 산업에 종사하는 인구수가 매우 높은 지역으로 이러한 지역사회의 특징과 국방자원을 활용한 다양한 치안활동이 타지역에 비해 훨씬 용이하다. 이러한 장점을 활용하여 군인과 군관련 직종자, 경찰, 시민의 상호협력이 이루어진다면 치안활동에 커다란 긍정적 효과가 있을 것이다. 결과적으로 국방자원을 활용한 지역사회 테러범죄 예방이 가능하다. 미국은 지역사회의 범죄문제 해결과 예방을 위해 시민참여를 확대하고 시민의 진정한 협력을 이끌어내기 위한 방안을 오래전부터 고민하고 이를 실천해 왔다. 지역적 특성을 중심으로 테러리즘의 위험요인을 파악하고 이를 해결하기 위한 국방자원(인력이나 시스템) 활용을 제안하였다.

영문 초록

Terrorism is characterized by indiscriminative and multiple simultaneous attacks on random people, takes place worldwide beyond specific countries or regions and is a crime which brings fear to people similar to that caused by war. The study suggests a number of community-based measures to safeguard people’s safety from the fear of terrorism and further facilitate crime prevention activities including general crimes. In particular, the study is restricted to Nonsan and Gyeryong of Chungcheongnam-do to actively make use of the regional characteristics. These two regions are military areas with important military headquarters and training facilities. Three headquarters of the army, navy and air force are located in Gyeryong and the Korean Army Training Center, Army Aviation School and Korea National Defense University are located in Nonsan. As such, a high proportion of the community population is engaged in military-related institutions and industries including reserved forces. It is therefore much easier to conduct various police actions taking advantage of such community features and national defense resources. If collaborated efforts can be made among servicemen, military-related workers, police officers and citizens using these favorable conditions, there will be significant, positive effects on police activities. In conclusion, terrorism crimes in the community can be prevented by utilizing national defense resources. The U.S. has long considered and exercised measures to elicit genuine cooperation from the citizens and has expanded citizen participation in resolving and preventing community crimes. The study identifies terrorism risks focused on regional characteristics and proposes using national defense resources (manpower or system) to resolve the risks.
