병영문화 변화에 따른 테러 대응 방안에 관한 연구

국문 초록

의무복무 중인 병사들에게 영내에서 휴대전화를 전면 사용하자고 했을 때 큰 우려가 있었다. 그러나 2018년 시험적용을 거쳐 2020년 7월부터 일과 이후와 휴일에 휴대전화기 사용이 전면 시행됨으로써 많은 긍정적인 결과가 도출되었다. 2021년 11월부터 육군의 병사 5,000명을 대상으로 일과 중과 훈련병을 대상으로 하는 시험적용이 2022년 2월까지 시행된다. 휴대전화기 사용을 전면 시행하면서 많은 긍정적인 결과가 도출되었다. 무엇보다도 사회와의 소통 여건이 개선되고 자기 계발 기회가 확대되었으며 건전한 여가 선용, 동료 및 간부와의 소통 여건이 개선되면서 예년보다 군내 극단적 선택을 한 비율이 44%가 감소 되었고 탈영도 30%가 감소하는 등 구체적인 성과로 나타나고 있다. 반면에 인터넷에 과의존하는 현상이나 불법 사이버도박 등 휴대전화 오·남용으로 인한 부작용이 발생하였고 군사비밀 유출 및 일탈행위 등이 발생 되어 우려되고 있다. 최근 IS 등 이슬람 극단주의 테러 조직은 IT 기술 발전과 코로나 등의 영향으로 온라인을 통한 선전·선동을 강화하고 전사를 모집하는 등 인터넷과 SNS를 통한 홍보 및 테러 기법 전수, 전 세계를 대상으로 광범위하게 선전을 하는 실정이다. 이에 따라 이들의 선전에 현혹되어 그들을 추앙하거나 사이버상 영웅으로 받들려는 추세가 있고 실제로 테러 조직으로부터 멀리 떨어져 있는 세계 여러 나라에서 소위 ‘자생테러’가 발생 되는 실정이다. 이러한 차제에 우리나라에서도 2015년에 김 군이 IS 대원이 되고자 시리아로 직접 건너가서 가입 후 전투에 참여하는 사례가 발생하였고, 최근에는 폭파병으로 전역한 박 씨가 입대 전부터 IS를 추종하고 입대 후에는 폭발물 점화장치를 훔치는 등 테러를 준비하려는 의심스러운 활동들이 온라인과 오프라인에서 발견이 되는 실정이다. 이러한 시기에 군에서 병사들에게 휴대전화기 사용을 전면 허용함으로써 모바일 인터넷의 환경에 전면 노출되는 상황이 조성되었다. 이에 본 연구는 전면 시행을 앞둔 휴대전화기 사용에 대한 관리시스템의 실태, 보안 취약점을 살펴보고, 병영문화 변화에 따른 부정적인 영향을 줄이기 위한 대응 방안을 제시하고자 한다. 이를 위해 먼저, 선행연구와 국방백서, 언론에 보도된 내용을 토대로 문헌 연구를 진행하였다. 그 결과를 토대로 휴대전화기 전면 사용이 미치는 테러 영향을 분석해 보고, 휴대전화기 관리시스템의 보완과 자생테러를 예방하기 위한 대응 방안을 제시하였다. 군의 기본 임무인 국민의 생명과 재산을 수호하기 위해서 병사 스스로가 실천하는 자율적인 보안점검 문화를 조성함으로써 부정적인 병영문화의 해소와 군사 기밀 유출 및 일탈행위 등을 예방하고자 한다.

영문 초록

There were many concerns when asked to use cell phones in the compound to soldiers in mandatory service. However, many positive results were derived as mobile phone use was fully implemented after work and holidays from July 2020 after the 2018 test application. Since November 2021, the application of tests for 5,000 soldiers in the Army has been in effect until February 2022. Many positive results were derived from the full implementation of mobile phone use. Above all, as communication conditions with society improved, self-development opportunities expanded, and communication conditions with healthy leisure and colleagues and executives improved, the proportion of extreme choices in the county decreased by 44% and the desertion decreased by 30%. On the other hand, side effects due to misuse and abuse of mobile phones, such as over dependence on the Internet or illegal cyber gambling, have occurred, and military secrets have been leaked, and deviant activities have raised concerns. Recently, Islamic extremist terrorist organizations such as IS have been extensively profiting through the Internet and SNS, transferring terrorist techniques, and targeting the world, such as strengthening propaganda and agitation online and recruiting warriors due to the development of IT technology and Corona. As a result, there is a tendency to be deceived by their propaganda to honor them or accept them as cyber heroes, and self-sustaining terrorism is actually occurring in many countries around the world, far from terrorist organizations. Under these circumstances, in 2015, Kim went directly to Syria to become an IS member, joined, and recently, Park, who was discharged as a bomber, followed IS from his enlistment and stole explosive ignition devices after enlistment. At this time, the military allowed soldiers to use mobile phones completely, creating a situation where they were completely exposed to the environment of mobile Internet. Therefore, this study aims to identify the actual conditions and security vulnerabilities of the control system and system for the use of mobile phones currently in operation and suggest measures to overcome them. To this end, literature research was conducted based on previous studies, defense white papers, and contents reported in the media. Through this, I would like to analyze the factors influencing terrorism on the full use of mobile phones, supplement the control system and system, and recommend three measures to prevent self-sustaining terrorism in the military as an alternative. It is expected that this study will contribute to achieving the purpose of the military, supplementing vulnerabilities, and preventing the possibility of self-sustaining terrorism.
