안보선진국가의 무사증 관리제도 시사점 분석

국문 초록

오늘날 전 세계는 자국 내의 정세 불안 등의 이유로 다양하고 무분별한 형태로 인구 이동이 이루어지고 있으며, 특히 잠재적 안보위해범죄에 대한 사전 예방적 차원에서의 국경관리를 철저히 해오고 있다. 주요 안보선진국가에서 실시하고 있는 전자여행허가제도(ETA)는 안전하고 신속한 국경관리를 위하여 예방적 입국차단을 원칙으로 하고 있으며, 입국자의 개인정보수집에 대한 사전동의를 전제로 하여 과학적인 정보데이터를 중심으로 국가 상호 간의 정보공유 협정을 통해 사전적이고 적극적인 정책을 실시하고 있다. 일반적인 전자여행허가(ETA) 제도의 내용은 유효기간과 여권만료일과 연계되며 복수입국 허용, 운영비용 확보 등 기본적인 정보를 파악하며, 각 국의 안보위해 실정에 맞게 유관 기관 간의 협력을 통해 입국의 적절성 여부를 판단하고 있다. 국내의 경우 안보위해 상황과 감염병 확산 대책을 고려하여 2021년 5월부터 한국형 전자여행허가제도(K-ETA)를 시범 운영하고 있으며, 국내 유관 기관 간의 정보공유 또는 국제사회에서의 정보공유를 통한 전자여행허가제도를 실시할 예정이다.

영문 초록

Today, various and reckless population movements are taking place around the world due to political instability. In particular, border management has been thoroughly conducted as a preventive measure against potential national security threatening crimes. The Electronic Travel Authorization (ETA) System, implemented in major advanced national security countries, is based on preventive entry bans for safe border management. Border management is based on the premise of prior consent to personal information collection, and is conducted through information sharing agreements between countries centered on scientific information data. The contents of the general Electronic Travel Authorization (ETA) system are related to the validity period and passport expiry date, and basic information such as allowing multiple entry and securing operating costs is grasped. In addition, according to the situation of national security risks, cooperation between agencies is used to determine the appropriateness of entrance. In Korea, the Korean Electronic Travel Authorization System (K-ETA) has been pilot-operated since May 2021 in consideration of the security risks and countermeasures against the spread of infectious diseases. K-ETA plans to implement an electronic travel permit system through information sharing between relevant domestic institutions or information sharing in the international community.
