국문 초록

최근 유럽을 비롯한 전 세계에서 발생하는 테러리즘의 동향은 전통적인 공격유형이나 동기 및 행태와는 다른 특성을 지니고 있다. 특히 2010년 이후 발생한 테러리즘의 동향을 분석한 다양한 공식 자료를 살펴보면, 테러리즘의 주요 공격 대상을 소프트 타겟으로 하는 등 유동 인구가 많거나 다중 밀집 지역을 중심으로 불특정 다수인을 대상으로 이루어지고 있다. 아울러 테러공격수단 역시 최첨단화되어 그 어느 때보다 대테러기관 간의 정보공유와 교류와 절실한 시점이다. 특히, 국제 테러리스트 집단은 일반적으로 장기간의 소모 전쟁에 참여하기 때문에 테러리즘 활동을 유지할 수 있도록 지속적인 지원과 자금을 필요로 한다. 이를 위해 수많은 테러리스트 조직의 주요 자금원 중 하나는 각종 밀수와 마약, 위조와 같은 범죄 활동을 통해 수입원을 확보하고 있으며, 이는 전 세계에서 동시다발적으로 생성되기 때문에 글로벌 지하드 테러의 확산과 함께 국제테러리즘의 위협으로 확산되고 있다. 이에 사전적이고 능동적인 대테러정책을 위해서 주요 안보선진국가에서는 형사특별절차를 시행하고 있으며, 국내의 테러리즘 상황을 감안하면 시사하는 바가 크다.

영문 초록

The recent trend of terrorism in Europe and around the world has different characteristics from the traditional types of attacks, motives and behaviors. In particular, various official data analyzed the trend of terrorism that occurred after 2010 are as follows. The main targets of terrorism attacks are soft targets, that is, unspecified large numbers of people, mainly in areas with a large floating population or multiple dense areas. In addition, the means of terrorist attacks have also become state of the art, and it is an urgent time to share intelligence and exchange intelligence between counterterrorism organizations. In particular, since international terrorist groups generally participate in long-running wars, they need continuous support and funding to sustain terrorist activities. As such, one of the main sources of funding for numerous terrorist organizations is securing a source of income through various smuggling and criminal activities such as drugs and counterfeiting, which are generated simultaneously throughout the world. It is spreading as a threat. Therefore, for a proactive counterterrorism policy, special criminal procedures are being implemented in major security advanced countries, and given the domestic terrorism situation, the implications are great.
