국문 초록

21세기 첨단과학기술과 인공지능이 결합된 제4차 산업혁명 시대 도래에 따라 인간의 삶은 한층 편리해졌다. 그러나 이러한 첨단과학기술과 인공지능 등의 기술력이 테러리스트들의 수중에 넘어간다면 상상하기 힘든 결과가 발생할 수도 있다는 우려도 확산되고 있다. 테러 방지를 위해 국제사회와 공조(Two Track)를 강화해야 할 것이다. 국내적으로는 정부 외 기관 간 정보를 공유해야 한다. 검·경찰 간 공조 수사(인터폴)를 하고, 해상 및 항공테러에 대한 국제조약 및 합의를 해야 할 것이다. 프로파일링 제도와 자금차단, 사이버 테러 예방 등을 위해서 정부 간 공조를 해야 할 것이다. 민간차원에서도 테러예방을 위해 각종 단체 간 협력과 공조를 강화해야 할 것이다. 부처별 이기주의 해소 노력과 더불어 정보공유체계를 실질적으로 구축해야 할 것이다. 드론에 대한 방어체계 구축을 위해 안티드론, 인공지능을 활용한 테러방지책을 강구하고 보안 솔루션 등을 개발해야 할 것이다. 보안 솔루션 개발과 관련하여 Bio 인식, Face Station 등 기술력을 활용한 첨단보안시스템을 구축해야 할 것이다. 진화하는 인공지능 시스템에 대비한 국방, 치안분야 지능형 의사결정체계를 구축하고 국제사회와 협력관계도 더욱 강화해야 할 것이다.

영문 초록

Under the Fourth Industrial Revolution, cutting-edge science and technology and artificial intelligence are combined to make human life more convenient. However, there are growing concerns that such technology, such as high-tech and artificial intelligence, could lead to unimaginable consequences if it falls into the hands of terrorists. The government should strengthen cooperation with the international community to prevent terrorism. This should be done with Two Track. Information among non-government agencies should be shared. They will have to conduct a joint investigation (interpolation) between the prosecution and the police and make international treaties and agreements on maritime and air terrorism. Government-to-government cooperation will have to be made to prevent the profiling system, cut off funds and cyber terrorism. Even at the civilian level, cooperation and cooperation among various organizations should be strengthened to prevent terrorism. In addition to efforts to address selfishness by ministries, the government should practically establish an information-sharing system. In order to establish defense against drones, anti-terrorism measures using anti-drone and AI should be developed and security solutions should be developed. In connection with the development of security solutions, advanced security systems that utilize technical skills such as Bio Recognition and Face Station will need to be established. The government should establish an intelligent decision-making system in defense and security against the evolving artificial intelligence system and strengthen cooperative relations with the international community.
