국문 초록

드론 기술의 발전으로 드론산업이 4차 산업혁명을 이끌 미래산업으로 주목받고 있지만, 드론이 테러수단으로 활용될 소지도 증가하고 있다. 만일 국내에서 드론 테러가 발생한다면 북한에 의한 군 비행장 테러의 가능성이 높다고 판단된다. 군 비행장은 대공방어체계가 구비되어 있지만 전통적 군사위협 대응에 최적화되어 있어서 소형 드론을 탐지하고 타격하는 것은 어렵다. 따라서 저비용 저위험의 테러 전술을 선호하는 북한에게 드론은 매력적인 테러수단으로 인식될 수 있다. 본 연구는 군 비행장에 대한 드론 테러유형을 분석하고 대응방안을 제시하는 것을 목적으로 한다. 이를 위해 먼저 드론 테러의 개념과 특징 및 주요 사례를 살펴보고, 이후 군 비행장에 대한 드론 테러의 유형을 분석한 뒤 대응방안을 제시하였다. 연구결과, 드론으로 이․착륙 항공기에 대한 공중 충돌을 시도하거나 활주 또는 계류 중인 항공기를 직접 공격할 가능성이 있으며, 원격조종 드론으로 비행장 화재 취약시설을 방화하고 항행안전시설을 교란할 가능성이 있음을 확인하였다. 대응방안으로 첫째, 안티드론 기술을 활용하여 드론 탐지․식별 및 무력화 체계를 구축하고 둘째, 법적 규제를 현실화하며 셋째, 민․관․군 공통 요구 성능을 충족하는 표준 감시․정찰 드론 모델을 개발하고 넷째, 전투기 이․착륙 절차를 보완할 필요가 있다. 또한 드론 대응체계가 전력화되기 전까지는 테러 대응 매뉴얼을 보강하고 경계근무 인원에 대한 교육도 강화해야 한다. 이번 연구는 군 기지 경계태세 관련 정보획득이 제한되어 일반에 공개된 수준의 자료를 통해 연구가 진행된 한계가 있다. 하지만, 군 비행장 테러 유형을 분석하였고 연구결과를 향후 군 기지 드론대응체계 구축에 활용할 수 있다는 점에서 의미가 있다. 드론 테러에 관한 기존 연구가 드론으로 발전소, 항만, 정유소, 공항 등 국가 중요시설물에 대한 테러 가능성이 높아졌음을 공통적으로 인식하고 있지만 각 시설물에 대한 테러 유형을 예측하는 구체적인 연구는 부족했다. 향후 각 시설물의 취약점을 고려한 드론 테러 유형과 대응방안을 제시하는 연구가 활성화 되어야 한다.

영문 초록

With the development of drone technology it is gaining attention as a future business to lead the 4th industrial revolution but also increases the possibility to be utilized as a terrorism method. If drone terrorism occurs in our nation it is highly likely that military airfields are affected byNorth Korea. Military airfields are constructed with air defense systems but is focused on responding to conventional military threats which makes it difficult to detect and target small sized drones. Therefore drones may be recognized as an attractive terrorism methods to North Korea which prefers low-cost and low-risk terror tactics. This research analyzes drone terrorism types on military airfields and intended to suggest response methods. For this, we should find out the basics of drone terrorism types & characteristics and major cases. Then after analyzing the drone terrorism types on military airfields, response methods are suggested. As a result of the research, it has been found that drones may try to collide in the air on take-off/landing aircraft or possibly attack directly on running/holding aircraft, or set fire on vulnerable facilities in the airfield with remotly controlled drones and may disturb navigation safety facilities. As a response measure, we first utilize anti-drone technology to construce a detect/identify/neutralize system. Next, realize the legal regulations and then develop a standard surveillance reconnaissance drone model that meets commonly required functions of both public and military. Lastly, take-off/landing procedures need to be supplemented. Also, before the drone response system is fielded, terrorism response manuals should be reinforced and more training is required for guarding personnel. Due to restricted information acquirement of military guard system, research was limited to general information level materials. However it is meaningful that military airfield terrorism types were analyzed and results of the research may be utilized in the future in constructing the drone response system in the military. Previous research on drone terrorism is commonly focused on higher possibilities of terrorism on national core facilities such as power plants, harbor, oil refineries, or airports but lack concrete research anticipating terror types on each facilities. In the future, research on suggesting response measures per drone terrorism types considering vulnerability each facilities should be activated.
