국문 초록

한반도의 통일은 남과 북의 구성원들, 그리고 국제사회의 동의와 협조를 필요로 한다는의미에서 국내적이면서 동시에 국제적이다. 따라서 통일을 이루어 내기 위해서는 대내외적역량 배양이 필수적이었고, 이는 통일교육과 통일외교라는 이름으로 존재해 왔다. 초기에는대한민국의 체제적 우월성과 대한민국이 주도하는 민족문화의 회복을 통일의 정당성과 명분으로 제시하였고, 이후에는 민족모순의 극복 혹은 분단된 민족의 복원이야말로 식민지배체제의 진정한 극복이라는 민족과제로서의 통일이 강조되었다. 최근에는 통일이 남과 북의갈등과 대립을 해결하는 것을 넘어서 동북아와 세계적인 평화체계의 구축에 기여한다는 명분이 강조되고 있다. 2018년 이후 통일교육은 평화·통일교육으로, 통일외교는 평화·통일외교로 전환되었다. 명칭의 변경은 단지 표현의 변화에 그치지 않고 함축된 의미와 목적성의변화를 동반한다. 그렇다면 통일에서 평화·통일로의 전환은 어떤 변화를 동반하였는가? 본고는 이러한 문제인식 하에 “왜 통일은 평화·통일로 전환되었으며 ‘평화통일’이 아닌 ‘평화· 통일’은 무엇을 의미하는가?”라는 질문에 대해 답하고자 하였다. 이를 위해 평화·통일을 평화와 통일의 구성적 관계에 중점을 두고 논하고 있으며, 우리가 도달하고자 하는 평화·통일이란 평화적 수단에 의한 통일이자 통일의 결과로서의 평화의 성취 둘 모두를 포괄하는것이라고 답하고 있다. 그리고 평화·통일외교의 방향성은 이러한 평화·통일에 대한 우리의의지를 대외적으로 전파하는 것이어야 함을 지적하고 있다.

영문 초록

The Unification of the Korean Peninsula has both domestic and international aspects in that it needs the agreement and cooperation of the inhabitants of the two Koreas and international society. In this vein, cultivating the capabilities for Unification at home and abroad was a must, which has been existed under the name of Unification Education and Unification Diplomacy. In the beginning, the superiority of the democratic system of the ROK and the recovery of the national culture driven by it were suggested as the legitimacy and cause for the Unification. Then, the Unification as a means of overcoming the colonial regime through restoring the divided nation was emphasized. Recently, the Unification not only for solving the conflicts and confrontation of the two Koreas but also for the construction of the peace system in north-east Asia and the world is emphasized. In 2018, the Unification Education turned into Peace-Unification Education and the Unification Diplomacy turned into Peace-Unification Diplomacy. The change of the appellation accompanies the change of the implied meaning and finality. Then, what did the change from the ‘Unification’ to ‘Peace-Unification’ bring about? Against this backdrop, this article tries to answer the question “Why did the Unification turn into the Peace-Unification and what does it mean?” For answering this, this article reviews the Peace-Unification focusing on the constructive relationship between peace and unification and argues that the Peace-Unification as our destination means both the Unification through peaceful means and the achievement of peace as the result of the Unification. And the article also points out that the orientation of the Peace-Unification Diplomacy should pursue to send our understanding and will of Peace-Unification clearly to foreign actors.
