국문 초록

공공영역의 투명성, 효율성 그리고 효과성을 제고하는 정부기관 간 정보공유에 대한 필요성은 지속적으로 제기되어 왔다. 인공지능, 데이터, 클라우드 컴퓨팅 등 디지털 전환 핵심기술이 주축이 되는 지능정보사회의 복잡성과 다양한 사회적 현안의 증가로 인해 부처가 단독으로 처리할 수 있는 업무영역이 축소되고 있는 상황에서 부처 간 협업은 필수적이다. 우리나라 사회·경제 전반에 스며들고 있는 4차 산업혁명과 디지털 전환은 그간 경험하지 못했던 새로운 사회적 및 경제적 이슈를 유발하고 있고, 이에 다부처가 협력·연계하여 각각의 이슈에 대해 적절히 대응해야 할 필요가 있는 것이다. 이러한 다부처 협력 및 연계를 실현하기 위해서는 무엇보다도 정부기관 간 정보공유가 전제되어야 할 것이다. 이에 본 연구에서는 중앙행정기관 공무원들의 인식과 태도 조사결과를 바탕으로 정부기관 간 정보공유에 영향을 미치는 요인들을 밝히고 정보공유의 촉진요인과 장애요인을 식별하여 전자를 극대화하고 후자를 최소화할 수 있는 정책적 시사점을 제시하고자 하였다.

영문 초록

This study analyzed the factors affecting information sharing between public organizations by conducting a survey on central government officials’ perceptions on information sharing. Most of the variables were found to have an effect on information sharing in Korea. Regarding organizational structure, the absence of bureaucracy and decentralization were found to be positively associated with the degree of information sharing between organizations. Organizational culture, innovation-oriented culture had a positive impact on information sharing. Organizational management, top and middle management leadership, the absence of power games, and related laws and regulations are found to be positively associated with information sharing.
