고등교육정책의 효율성 분석에 관한 연구

국문 초록

본 연구는 고등교육정책 사업인 BK21 플러스 사업이 얼마나 효율적으로 운영되었는가에 대해 경제 적 관점에서 성과분석을 함으로써, 효율적 사업운영에 구체적 정보를 제공함에 있다. 이를 위해 과 학기술분야 265개 사업단(팀)을 대상으로 국고지원금과 참여인력을 투입변인으로, 사업성과를 산출 변인으로 자료포락기법을 활용하여 효율성 분석을 하였다. 분석결과, 첫째, 효율성 점수 100점대 사 업단(팀)이 CCR모형에서는 32개였지만, BCC모형에서는 52개로 투입요소의 규모를 적절히 조절하 면 사업의 효율성 제고가 가능함을 시사한다. 둘째, 사업단과 사업팀의 효율성 값을 상호 비교해보 았을 때, 사업팀의 효율성이 높은 것으로 나타났다. 셋째, 투입 요소들의 효율성에 미치는 영향을 로짓모형으로 분석한 결과, 참여교수 수와 참여대학원생 수가 유의미한 영향을 주는 것으로 나타났 다. 이러한 결과는 사업단(팀)에 규정하고 있는 일률적인 참여비율 적용보다는 학문분야나 학과의 특성 을 고려한 체계적인 참여비율 적용이 필요하다는 실무적 함의와 투입 및 산출 성과에 대한 적극적인 공개·환류 제도의 필요성을 시사한다.

영문 초록

This study attempted to analyze performance focusing on efficiency from an economic point of view on how efficiently the BK21 project was operated. For this study, 265 samples in the field of science and technology, which were continued to be supported from 2013 to 2017, were selected, and the CCR, BCC and FDH models were used by using the main performance indicators of the selection and interim evaluation. As a result of the analysis, the average value of the efficiency of the three models for the entire project group was 55.7 points, and there were 32 (12%) in the CCR model, but 52 (19.6%) in the BCC model were found in the 100-point range. This can be interpreted that the efficiency of the project can be improved if the scale of input factors is properly adjusted. Second, when the efficiency value was analyzed by dividing the large-scale project team and the small-scale project team, it was found that the small-scale project team had high efficiency in all three models. Next, based on the data analysis results, the effect of each input factor was analyzed with a logistic regression. As a result of the analysis, it was found that the number of participating professors and graduate students was analyzed to have a significant effect. This is expected to require a more systematic calculation and application of the participation rate in the BK21 project design, considering the characteristics of the academic field or department.
