정치인이 은행대출에 미치는 영향

국문 초록

2000년 1사분기부터 2021년 1사분기까지 국내은행 재무자료를 사용하여 정치인의 은행대출에 대한 영향력을 분석한 결과 다음과 같은 점을 발견하였다. 첫째, 전체적으로 정부은행의 대출증가율은 민간은행에 비해 높은데, 선거기간 중에 정부은행의 기업 대출증가율이 비선거기간에 비해 증가한 반면 가계대출에서는 이러한 현상이 발견되지 않았다. 둘째, 외국계은행의 기업대출증가율은 비외국계은행에 비해 낮았고 가계대출에서는 차이가 없었다. 선거 기간에 외국계은행의 기업대출증가율이 비선거기간에 비해 더 감소한다는 증거는 존재하지 않았다. 셋째, 진보정당에 비해 보수정당 집권기에 은행대출 증가율이 낮았고, 선거기간에 기업대출에 국한하여 이러한 현상은 더 심화되었지만 그 증거가 강하지는 않았다. 종합하면, 국내 은행시장에서는 정치인이 선거기간에 정부은행을 중심으로 기업대출의 실행에 영향력을 미친다고 판단된다. 이상의 결과는 IMF구제금융 수취 후에도 국내 은행산업에 관치금융의 흔적 이 잔존함을 의미한다. 은행산업에 대한 정치인의 부당한 개입은 자금배분을 왜곡하여 경제성장을 방해하는 요소로 작용할 가능성이 크기 때문에 반드시 지양되어야 한다.

영문 초록

This paper examines politicians influence on bank lendings, using quarterly accounting data of Korean banks between the first quarter of 2000 and the first quarter of 2021. The main findings are as follows. First, the overall increase rate of bank lending is higher in government banks than in private banks, and the increase rate of corporate loans in government banks rises during election years. Second, the increase rate of corporate loans in foreign banks is lower than in domestic banks, but this does not hold true when it comes to housing loans. We cannot find any evidence that the increase rate of corporate loans during election periods declines. Third, the increase rate of corporate loans declines under conservative regimes and this is more visible during election years. In conclusion, we find strong hints of politicians influence on bank lendings during election periods, particularly in government banks. This result implies that political lending still persists, even after the IMF foreign exchange crisis of 1997. Considering that politicians improper intervention in the banking industry distorts an economy’s resource allocation, thus hindering economic growth, rooting out such type of banking corruption is very urgent.
