국문 초록

본 연구의 목적은 장애인보조기기에 대한 욕구와 정책현실 간의 괴리를 최소화시킬 수 있는 현실적인 대안을 제시하여, 장애인의 주체적인 자립생활과 완전한 사회참여에 일조하는 것이다. 이를 위해 건강보험 보조기기에 대한 심층분석과 장애인을 대상으로 양적조사를 병행하였다. 분석결과, 건강보험 보조기기 사업의 경우 지난 15년 동안 지원기준과 내구연한이 거의 변동이 없는 것으로 나타났다. 그리고 양적조사 결과, 건강보험 장애인보조기기 제도의 건강권에 대한 평가를 충분성, 접근성, 수용성 및 서비스 질 차원에서 분석한 결과, 충분성, 접근성 수용성 및 서비스 질 모두 2.5점을 넘지 않는 것으로 나타나 건강보험 보조기기 사업에 대한 만족도가 매우 낮음을 알 수 있다. 이와 같은 연구결과를 토대로 건강보험 보조기기가 장애인의 삶을 보다 향상시킬 수 있는 정책대안을 제시하였다.

영문 초록

The purpose of this study is to provide a practical alternative that minimizes the gap between the need for assistive devices for persons with disabilities and the reality of the policy, and to contribute to the independent living and full social participation of persons with disabled. To do this, we conducted an in - depth analysis of the health insurance aids and quantitative survey of persons with disabled. As a result of the analysis, the health insurance subsidiary program showed little change in the support criteria and persisting period over the past 15 years. As a result of the quantitative survey, it was found that the sufficiency, accessibility, acceptability, and quality of service did not exceed 2.5 points in terms of sufficiency, accessibility, acceptability and service quality. Therefore, satisfaction with health insurance subsidy business is very low. Based on these findings, this study suggested policy alternatives for health insurance assistive devices to improve the meaning of life of persons with disabilities.
