국문 초록

지역의 금융발전은 지역경제 성장에 큰 영향을 미친다. 특히 대도시 지역 에 비해 농촌 등 비도시 지역에서는 낮은 금융발전으로 금융제약이 크게 나 타나 이들 지역의 경제성장을 더디게 해왔다. 그동안 지역금융을 발전시키기 위해서는 지역금융시장에 나타나는 정보비대칭성 문제를 완화시킬 수 있는 관계금융 기법의 발전이 필요하다는 주장이 활발하게 제시되어 왔다. 이 논문에서는 지역금융 발전을 위해 기존의 관계금융 발전 필요성에 더 해, 호혜금융 발전과 지역 공공은행의 설립 필요성을 주장한다. 호혜금융은 사회적금융에서 활용하는 호혜성으로부터 나오는 금융기법으로 금융약정 당 사자의 상호신뢰를 강화시켜 금융시장에 내재하는 불확실성을 극복할 수 있 게 한다. 지역 공공은행은 지역차원의 금융정책을 수립하고 집행함으로써 관 계금융과 호혜금융의 효과적인 발전을 지원할 수 있다.

영문 초록

Regional financial development has a significant impact on regional economic growth. In particular, financial constraints are greater in non-urban areas, such as rural areas, compared to metropolitan areas due to low financial development, which slows economic growth in theses areas. In order for regional finance to develop, it is argued that relationship banking that can relieve the problem of the information asymmetry are needed. This paper argues that for local finance development, the introduction of reciprocal banking and the establishment of local public banks in addition to the development of relationship banking are needed. Reciprocal banking is a financial technique that is adopted for the reciprocity of social finance to overcome uncertainty by strengthening mutual trust. Regional public bank should be established to support the effective development of relationship and reciprocal banking, executing local-level financial policies.
